The Institute of Information Technology of ANAS hosted a scientific seminar dedicated to the World Telecommunication and Information Society Day on May 17th. World Telecommunication Day has been celebrated annually on 17 May since 1969, marking the founding of the International Telecommunication Union (ITU) and the signing of the first International Telegraph Convention in 1865. It was instituted by the Plenipotentiary Conference in Malaga-Torremolinos in 1973. Opening the event, vice-president of ANAS, director of the Institute of Information Technology of ANAS, academician Rasim Alguliyev informed. In November 2005, the World’s governments took a meeting on Information Society called upon the UN General Assembly to declare 17 May as World Information Society Day. In November 2006, the ITU Plenipotentiary Conference in Antalya, Turkey, decided to celebrate both events on 17 May as World Telecommunication and Information Society Day.

R. Aliguliyev noted that in the modern era, ICT is one of the key indicators of social, economic and cultural growth, which indicate the overall level of development and intellectual potential of each state. He said that at present in our country the information economy and the knowledge economy are being formed and developed, the information and communication infrastructure of the society is being created, special attention is paid to the expansion of information and communication services.

The academician stressed that one of the main conditions for ensuring information security is the development and implementation of social networks in accordance with standards that are of particular importance for the protection of human rights by supporting the development of freedom of information in society.

Then Elchin Aliyev, a senior researcher at the institute, presented a report on the topic “ISO / IEC-27001 Standard and Information Security Management System”. He gave detailed information about the basic concepts of information security, the main purpose of ISO / IEC-27001 standards and information security management systems (ISMS), PDCA models for ISMS, applicable standards, as well as areas of activity related to ISMS.

According to him, the ISO / IEC-27000 * family of standards defines the information security management system, and the ISO / IEC-27001 standard is the basis of the ISO / IEC-27000 family of standards *.

Senior Specialist of the Department №9 of the Institute Tamilla Bayramova presented a report on the topic “Standards of software engineering”. She noted that many international standards were created to develop software that supports and regulates its life cycle processes. According to her, the main advantages of standards are the encapsulation of best practices, the prevention of the repetition of past mistakes and the definition of the quality of an organization.

The report on the topic “Standards of websites” was presented by Gulnara Nabibeyova, the head of department of the institute. She gave information on the standards adopted, published and being developed in the field of information technology by the International Organization of Standards (ISO / IEC).

She spoke about organizations that collaborated with ISO and presented recommendations of the World Wide Web Consortium on the standard of web services and the availability of web content.

She gave information about the non-governmental organization “Health On the Net Foundation” (HON) accredited by the UN Economic and Social Council.

G. Nabibeyova also pointed out the basic principles of the HON Code, such as copyright, confidentiality, and substantiation of statements.

The head of the department of the institute, Ph.D. in engineering, associate professor Firudin Agayev made a presentation on the topic “Education standards on ICT”.

A report on the topic “Standards in the field of personal data protection” was presented by the head of department of the institute, Ph.D. in engineering, associate professor Yadigar Imamverdiyev. He informed about the ongoing work on the formation of a legislative framework in the field of personal data in our country.

Y. Imamverdiyev stressed that in recent years the International Organization for Standardization (ISO / IEC) adopted a number of standards in the field of personal data protection and confidentiality, and provided information on the issues addressed in these standards.

The speaker noted the need to create technological solutions to ensure the security of personal data and spoke about the current problems of research in this area, as well as research and their results at the Institute of Information Technology of ANAS.

Views on the presentations were exchanged and answers to numerous questions were voiced.
