Baku hosts the 5th International Conference on Problems of Logistics, Management, and Operation in the East-West Transport Corridor (PLMO 2026)

The 5th International Conference on Problems of Logistics, Management and Operation in the East-West Transport Corridor (PLMO 2026) has commenced at the Institute of Mathematics and Mechanics of the Ministry of Science and Education of the Republic of Azerbaijan. The event is jointly organized by the Institute of Mathematics and Mechanics, Silesian University of Technology (Poland), Guangzhou University (China), Tashkent State Transport University (Uzbekistan), and Azerbaijan University of Technology.

The National Anthem of the Republic of Azerbaijan was played first at the opening ceremony of the conference.

Speaking at the opening event, Elkhan Sabziyev, Doctor of Technical Sciences and Director of the Institute of Mathematics of the Ministry of Science and Education, emphasized that in recent years, Azerbaijan has transformed into a strategically significant international transport and communication bridge between the East and the West, thanks to its favorable geographical location, well-developed transport and logistics infrastructure, and consistent state policy.

“PLMO 2026 is a significant platform not only for academic discussions but also for the development of international cooperation,” stated Elkhan Sabziyev. He expressed his confidence that the outcomes achieved at the conference would make vital contributions to the advancement of scientific approaches in logistics and transport. He further noted that the event brings together scientists and experts from various countries around the world, including the USA, Poland, Germany, China, Georgia, and Kazakhstan, with over 100 scientific papers to be presented.

Elkhan Sabziyev emphasized that dedicating this year's conference to the 75th anniversary of Professor Kamil Ayda-zade is a clear manifestation of the scientific community's deep respect for the prominent scholar. Professor Ayda-zade is a Corresponding Member of ANAS, an Honored Teacher, and a Head of Laboratory at the Institute of Mathematics of the Ministry of Science and Education, who has rendered exceptional services to the development of mathematics and cybernetics in Azerbaijan. In his speech, the Director also highlighted that Kamil Ayda-zade has provided invaluable services in mentoring hundreds of young researchers and developing scientific human resources.

Subsequently, Aminagha Sadigov, Deputy Director of the State Agency for Science and Higher Education and Corresponding Member of ANAS, addressed the event, noting that as a result of the purposeful and consistent policy pursued by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, our country has significantly enhanced its international prestige across military, economic, scientific, and other domains. According to the scientist, Azerbaijan currently serves as a vital regional partner spanning Asia and Europe, maintaining close cooperative ties with Western nations. He particularly emphasized that the integration of digital technologies into logistics and management plays a decisive role in optimizing processes and elevating the quality of decision-making.

Speaking at the event, Academician Rasim Aliguliyev, Vice-President of ANAS and Director General of the Institute of Information Technology under the Ministry of Science and Education, praised the scientific achievements of Kamil Aida-zade. He emphasized that the Corresponding Member of ANAS is distinguished by his unique scientific approach to the development of information technology and applied mathematics in Azerbaijan. Furthermore, he noted that the scientist is the author of pioneering research in artificial intelligence, pattern recognition, and speech analysis and synthesis. Presenting the Certificate of Honor of the Institute of Information Technology to the prominent scientist, Academician Rasim Aliguliyev wished him new creative successes in his future scientific endeavors.

The Director General of the Institute highlighted the particular importance of hosting this international conference on transport corridor logistics, management, and operational issues. He noted that the event is especially timely, taking place within the framework of the "Year of Urban Planning and Architecture" and alongside our country's hosting of the 13th session of the World Urban Forum (WUF13).

The Vice-President of ANAS pointed out that significant scientific tasks have been defined for scientists, particularly specialists conducting research in digital technologies and artificial intelligence, in connection with the "Year of Urban Planning and Architecture". The scientist noted that comprehensive and purposeful measures are required to build "smart" cities in line with the challenges of the 21st century, highlighting the decisive role of science in this process. He also recalled the participation of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, in the informal Summit of the Heads of State of the Organization of Turkic States in Turkistan, Kazakhstan. The Vice-President emphasized that the discussions at the summit focused on accelerating the transition to an innovation-driven economic model against the backdrop of opportunities created by artificial intelligence.

Academician Rasim Alguliyev emphasized that the relevance of the conference has further increased at a stage when the Trans-Caspian Fiber-Optic Cable line between Azerbaijan and Kazakhstan is envisioned to be launched as a component of the "Digital Silk Road" project between Europe and Asia.

In his speech, the scientist also noted that consistent work is being carried out in our country toward intellectualizing the logistics infrastructure and developing “smart” transport systems against the backdrop of digital and green transformations. He stated that Azerbaijan is currently in the global spotlight due to its achieved development indicators.

Academician Rasim Alguliyev stated that the conference serves as an important scientific platform for exploring transport infrastructure challenges and their integration with digital technologies, underscoring the importance of organizing such international events regularly.
