Said Mammadov, a doctoral student at the Institute of Information Technology of the Ministry of Science and Education, has commenced research for his dissertation titled, “Development of Methods for the Analysis and Evaluation of the Impact of Disinformation on State Cyber Sovereignty.” The research is being conducted under the scientific supervision of Ramiz Aliguliyev, Head of Department at the Institute and a corresponding member of the Azerbaijan National Academy of Sciences (ANAS). It should be noted that Said Mammadov graduated with distinction from King’s College London, earning a bachelor's degree in Computer Science and a master's degree in Advanced Computing.
The relevance and objectives of the dissertation, along with the specific tasks outlined in the research, were discussed during a scientific seminar held at the Institute. Speaking on this occasion, Said Mammadov stated that the primary goal of the research is the development of methods for the analysis and classification of disinformation, as well as for measuring and assessing its impact on the state’s cyber sovereignty.
Highlighting the relevance of the topic, he noted that the rapid development of digital media, social networks, and artificial intelligence technologies has led to an uncontrolled growth of information flows. In this context, disinformation poses serious threats to the state’s cyber sovereignty and cybersecurity. “Therefore, the analysis and assessment of the impact of disinformation on the state’s cyber sovereignty currently carries significant scientific and practical importance,” he emphasized.
Said Mammadov also drew the seminar participants’ attention to the main scientific problems addressed in the research.
Then, academician Rasim Alguliyev, Vice-President of ANAS and Director General of the Institute of Information Technology of the Ministry of Science and Education, spoke at the seminar, emphasizing that the dissertation addresses a relevant scientific problem and contributes to the protection of national interests. Noting that ensuring the country’s cybersecurity and cyber sovereignty is a key priority of state policy, Academician Aliguliyev highlighted that the dissertation is of particular importance for implementing the tasks outlined in the “Strategy of the Republic of Azerbaijan on Information Security and Cybersecurity for 2023–2027," the “Concept of Digital Development in the Republic of Azerbaijan," and other key documents adopted by President Ilham Aliyev.
