Republican conference on "Scientific and Practical Problems of Ensuring State Cyber Sovereignty" concludes

The closing ceremony of the Republican Conference on “Scientific and Practical Challenges of Ensuring State Cyber Sovereignty” was held at the Institute of Information Technology of the Ministry of Science and Education.

At the closing ceremony, Academician Rasim Alguliyev, Vice-President of the Azerbaijan National Academy of Sciences (ANAS) and Director of the Institute of Information Technology, stated that the papers presented during the conference covered multifaceted issues, including the establishment of a cyber sovereign state in line with global challenges, as well as ensuring cybersecurity in critical state systems. The academician highly appreciated the submitted papers, noting that the conference plays a crucial role for discussing existing scientific, theoretical, and practical challenges in this field and for identifying ways to address them.

Academician Rasim Alguliyev stressed that in the modern era, scientists and specialists have crucial responsibilities in strengthening the scientific support for ensuring the resilience and security of digital platforms, as well as in the process of establishing digital sovereignty.

The digital state in our country must be established based on national interests," stated the Vice-President of ANAS. He noted that the institute is actively involved in implementing state programs in this field and contributes to the scientific framework of the digital state ideology. The scientist added that key priority areas—including the formation of the digital state, big data analytics, cybersecurity, natural language processing (NLP), and other current issues—are being researched in alignment with the country's strategic interests.

Academician Rasim Alguliyev expressed his confidence that further expanding cooperation with government agencies and scientific organizations operating in the field of cybersecurity, strengthening high-level human resource development, and regularly organizing such events will yield significant benefits in reinforcing the nation's cybersecurity and cyber-sovereignty. The scientist noted that the conference serves as one of the first major discussion platforms dedicated to the theoretical and practical problems of cyber-sovereignty, playing a pivotal role as a foundational stage for future research in this field.

At the event, the co-chairs of the sessions titled “Scientific and Technological Aspects of Ensuring State Cyber Sovereignty” and “Scientific, Political-Legal, and Organizational Aspects of Ensuring State Cyber Sovereignty”—Doctor of Technical Sciences Yadigar Imamverdiyev and PhD in Technical Sciences Ziyafat Amirov—delivered remarks. They emphasized that the conference, which featured nearly 60 reports, serves as an important platform for a broad exchange of ideas, knowledge, and experience, identifying current challenges related to ensuring the state’s cyber sovereignty, and discussing possible directions for addressing these issues.

Finally, Farhad Yusifov presented the draft resolution of the conference to the participants.
