Ramiz Huseyn Shikhaliyev was born in 1961.

In 1990 he graduated from “Electrophysics” faculty of the Leningrad Institute of Electrical Engineering.

He is working at the ANAS Institute of Information technologies as of 1998, addresses theoretical problems of information security provision in computer networks.

In 2008 he defended his dissertation on the subject “Development of methods and algorithms of screening of mutually connected corporate information spaces”. He was named as a candidate of technical sciences on specialty 05.13.01 - System Analysis, Management and Information Processing.

He is currently working for doctoral dissertation on "Development of methods and models of intelligent monitoring of computer networks ".

He developed models and methods of screening of mutually connected corporate information spaces.

He is the author of 75 scientific works, 19 of which were published abroad.

In 2014, he won the grant competition held jointly with the Science Development Fund under the President of Azerbaijan and the Ministry of Communications and Information Technologies within the "ICT Year".

He teaches at the Education Center of the Institute of Information Technologies.

In 2015, he was awarded with the Honorary Decree of the Department of Physics, Mathematics and Technical Sciences of ANAS for his long-term scientific and scientific-organizational activity.

In 2016,  he was awarded with  the title of associate professor by the Higher Attestation Commission under the President of the Republic of Azerbaijan.

Currently he is working as chief of sector at the Institute of Information Technologies.
