Academician Rasim Alguliyev: "One of the main objectives of national cybersecurity is ensuring human rights"

Traditionally, each year the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan declares the period of 18 May-18 June as “Human Rights Month” across the country on the eve of this significant day. This initiative aims not only to enhance the protection and promotion of human rights for all individuals, regardless of their socio-legal status, but also to identify priorities and tasks ahead. Furthermore, it focuses on developing legal thinking and culture in society, raising public awareness through essential knowledge and information.

AZERTAC reports that the Institute of Information Technology of the Ministry of Science and Education has held discussions on these matters.

In his speech, Academician Rasim Alguliyev, Vice-President of ANAS and Director General of the Institute, stated that the widespread application of ICT and artificial intelligence, along with the acceleration of digitalization in our country, has resulted in the widespread adoption of these technologies across multiple sectors of society. While serving the strategic interests of the state, these processes also foster the development of the business environment, increase civic engagement, and allow citizens' everyday needs to be addressed more promptly and efficiently. At the same time, safeguarding human rights, ensuring personal data security, and protecting privacy within the framework of building a digital society must remain a central priority of the state's cybersecurity strategy.

Discussions highlighted that the new realities created by artificial intelligence and digitalization define critical tasks and priorities for scholars and specialists in human rights protection. Within this framework, it is essential to conduct scientific research across technological, legal, and other related disciplines.

The speeches drew attention to the ongoing research at the Institute of Information Technologies, which addresses current problems in human rights protection and has achieved significant results. It was emphasized that the institute researches key cybersecurity issues, such as personal data protection in the context of emerging AI technologies, ensuring children's internet safety, developing intelligent defense methods against DDoS attacks targeting information accessibility, and protecting intellectual property and copyright. Furthermore, the institute publishes articles in reputable international journals and focuses on training highly qualified personnel.
