Academician Rasim Alguliyev, Vice-President of the Azerbaijan National Academy of Sciences and Director General of the Institute of Information Technology of the Ministry of Science and Education, delivered a speech at the 2nd Summit Meeting of the Azerbaijan Technical University (AzTU) Alumni Association, held within the framework of the “Year of Constitution and Sovereignty” and the 75th anniversary of AzTU.
The scientist first extended greetings to all alumni, the university’s leadership, and the faculty on behalf of the leadership of the Azerbaijan National Academy of Sciences and the staff of the Institute of Information Technology of the Ministry of Science and Education.
Emphasizing the significance of holding the event within the framework of the “Year of Constitution and Sovereignty,” Academician Rasim Alguliyev stated that the Victory achieved in the 44-day Patriotic War and the full restoration of the sovereignty of the Republic of Azerbaijan laid the foundation for a new stage in the country’s development. The scientist noted that the “Digital Development Concept” approved in January of the current year, the “Artificial Intelligence Strategy for 2025–2028” adopted in March, and other key strategic documents serve as strategic roadmaps defining the course of state policy. He emphasized that the comprehensive measures being implemented in this direction serve to strengthen Azerbaijan’s technological sovereignty.
The Vice-President of ANAS noted that the Fourth Industrial Revolution and artificial intelligence technologies have become key priorities of Azerbaijan’s scientific and technological development strategy. He called on AzTU graduates to take as a guiding basis the ideas put forward by President Ilham Aliyev in his speech at the 80th anniversary event of ANAS on the development of artificial intelligence, digital technologies, and cybersecurity, and to actively participate in the implementation of the strategic tasks he outlined.
The scientist noted that, amid ongoing global digital transformations and the realities shaped by global processes and the Fourth Industrial Revolution—particularly the rapid penetration of artificial intelligence into most fields—the engineering profession has risen to a leading position in the labor market. He stated that the increasing role of digital technologies in the governance and development of society necessitates the training of highly qualified engineering specialists.
The academician noted that today engineering is no longer limited to fields requiring only technological knowledge, as new directions have emerged, stating, “Professions such as political engineering, financial engineering, language engineering, and others are already a reality. For this reason, engineering is becoming one of the most strategic professions of the 21st century and a key driving force of socio-economic development.”
The Vice-President of ANAS noted that the concept of a graduate today is fundamentally different from previous years, emphasizing that knowledge in engineering professions gradually becomes outdated in the labor market and that, amid rapidly occurring digital transformations and new technological challenges, continuous dynamism and the acquisition of new knowledge and skills are required.
Academician Rasim Alguliyev spoke about the importance of developing continuous education mechanisms in higher education institutions and preparing a lifelong learning concept. He emphasized that alumni must continuously acquire new knowledge and skills and maintain their connections with their university faculty in order to meet the demands of emerging professions in the labor market and remain competitive. “This process will make a significant contribution to the development of intellectual human resources that meet the requirements of the modern era, the enhancement of the university’s educational environment, and the growth of its scientific potential,” he added.
The scientist also spoke about the Memorandum of Understanding signed between AzTU and the Institute of Information Technology. He stated that significant measures have been taken to integrate science and education, enhance the quality of teaching, and train highly qualified personnel in line with the tasks arising from the Memorandum of Cooperation on joint scientific research activities, noting that staff from both institutions are actively participating in this process. At the end of his speech, Academician Rasim Alguliyev called on AzTU alumni to make effective use of the scientific and technological potential and the material-technical resources of the Institute of Information Technology, to continuously work on their personal and professional development, and to act in line with the pace of digital transformations. He stated that the Institute is always ready to support AzTU in implementing its new graduate policy, developing continuous education mechanisms, and transferring advanced scientific and technological knowledge to young people.
