At the next meeting of the Scientific Council of the Institute of Information Technology under the Ministry of Science and Education, the annual report on research conducted to develop the scientific and theoretical foundations for the establishment of the Population Health Observatory (PHO) on the Health 4.0 platform was presented.
The head of the department, Corresponding Member of ANAS, Doctor of Technical Sciences, and Professor Masuma Mammadova presented the report, outlining the scientific research carried out in the department in 2025.
The scientist spoke about the work carried out within the framework of a research project on developing mechanisms for forming an integrated national unified medical information space within the Health 4.0 and digital government platform. The speaker said that, in this regard, the architectural and technological principles of a patient-centered digital twin had been proposed. She said that an algorithm for creating a digital twin applicable in clinical practice had been developed based on medical data visualization methods.
The head of the department presented the research conducted and the results obtained on the development of an intelligent system to support treatment and diagnostic decision-making for liver diseases, carried out jointly with physicians from the First Department of Surgical Diseases of Azerbaijan Medical University. She provided information on scientific publications in this field, including the receipt of a Eurasian patent.
Professor M. Mammadova also noted that, during the reporting year, the department conducted research on the "Development of methods for detecting public medical opinions and supporting decision-making in social media environment," "Development of Models for Managing the Population’s Medical and Demographic Security on the Healthcare 4.0 Platform," and "Development of Intelligent Models and Methods for Predicting Diseases Based on Medical Imaging." M. Mammadova spoke about the research conducted on the topic "Development of Models and Methods for Intelligent Management of Agriculture in the Context of Digitalization and Green Transition." ”.
The scientist emphasized that nine articles have been published in journals indexed in Web of Science, Scopus, and other international scientific databases, as well as in periodicals recommended by the Higher Attestation Commission. In addition, 20 theses have been presented at international and national conferences.
Prof. M. Mammadova highlighted the measures undertaken in the department concerning scientific-practical work, innovation, scientific expertise, scientific-organizational activities, and personnel training.
Academician Rasim Alguliyev, Vice President of ANAS and Director General of the Institute, presented his suggestions and recommendations regarding the department’s annual report. Academician Rasim Alguliyev highly appreciated the research conducted in the department. He emphasized that these studies play a significant role in the scientific and technological development of the republic and in strengthening national science. The scientist also emphasized the importance of the collaborative partnership established with Azerbaijan Medical University in addressing current scientific and theoretical challenges in digital healthcare. He noted the significance of the joint research conducted.
The Director General of the Institute emphasized the necessity of further strengthening the activities of young researchers in the department.
