Research on the scientific and theoretical foundations of clustering conducted in collaboration with Australian scientists

At the next meeting of the Scientific Council of the Institute of Information Technology of the Ministry of Science and Education, dedicated to the 2025 annual reports of the structural units, the report of the department conducting research on big data analytics and data mining issues was discussed.

Ramiz Aliguliyev, Corresponding Member of ANAS and Head of the Department, provided information on the research conducted together with Australian scientists to develop the scientific and theoretical foundations of clustering, as well as the scientific results obtained. He noted that within the scope of this topic, an optimization model for clustering big data and a new algorithm for its solution have been developed.

The scientist also presented the results of research conducted on the intellectual analysis and synthesis of cyber-physical systems within the framework of the Industry 4.0 concept. He noted that in the current year, the department under his leadership conducted research on the topics “Methods for Determining the Switching Point to a Steady State in the Design of Regulators for Linear-Quadratic Optimal Control Problems” and “Methods for Controlling the Motion of Unmanned Aerial Vehicles along a Predefined Trajectory,” and highlighted the results achieved. He also provided information on the research carried out under grant projects funded by the Science Fund of the State Oil Company of the Republic of Azerbaijan and the Azerbaijan Science Foundation, as well as on published articles and theses.

R. Aliguliyev also spoke about the activities of the department’s doctoral students and dissertators conducting research on Big Data analytics and data mining issues. The scientist highlighted the results of research conducted on the topics “Development of Artificial Intelligence Methods to Improve E-Governance Efficiency,” “Development of Algorithms for Detecting Anomalies in Large Datasets,” “Iterative Clustering Methods for Big Data Analysis,” “Development of Deep Learning Models and Methods for Big Data Analysis,” and “Development of Methods and Algorithms for Detecting Fraud in E-Commerce.”  

He noted that during the reporting period, the department’s staff prepared 44 articles and 11 theses, of which 24 articles and 12 theses were published. In addition, 7 articles are currently in the process of publication, while 13 articles are under peer review.

The Head of the Department also noted that significant steps have been taken to expand international scientific cooperation with the Australian National University, the Royal Melbourne Institute of Technology, and Ankara and Dokuz Eylul Universities of Turkiye.

Following this, Academician Rasim Alguliyev, Vice-President of ANAS and Director General of the Institute, addressed the meeting and emphasized that the research conducted in the department aligns with the priority areas of modern science.

The scientist emphasized that the new governance model established pursuant to the Decree of the President of the Republic of Azerbaijan dated July 28, 2022, “On some measures to improve management in the field of science and education in the Republic of Azerbaijan,” has further strengthened cooperation between scientific institutions and higher education establishments.

Academician Rasim Alguliyev stated that one of the strategic pillars of the Information Technology Institute’s activities under the Ministry of Science and Education is the establishment of a new stage in the integration of science and education. “In this context, the Memorandum of Understanding signed with Azerbaijan Technical University plays an important role in transferring the Institute’s scientific results into the educational process,” the Director General said, noting that the Information Technology Institute has broad opportunities to participate in the university’s lifelong learning model. The academician highly praised the activities of Corresponding Member of ANAS Ramiz Aliguliyev in this area.

In his speech, the Vice-President of ANAS also highlighted the importance of expanding fundamental and theoretical research in the field of artificial intelligence (AI) within the department. He emphasized the need to organize scientific seminars focused on the mathematical problems of AI and the problems of AI in mathematics. He also offered recommendations for deepening research in this area.

By decision of the Scientific Council, the department’s annual report for 2025 was approved.
