IV national conference on "Actual multidisciplinary scientific-practical problems of information security"

On December 14th, the IV Republican conference on "Actual multidisciplinary scientific-practical problems of information security" was held at the Institute of Information Technology of ANAS. Researchers and experts in the field of information technology (IT) of the country's relevant government agencies, universities, research institutes of ANAS and media representatives took part in the conference.

Academician Akif Alizadeh, president of ANAS, opened the event, saying that information security is one of the most actual scientific problems of the global information society, and, with its multidisciplinary character, is of great importance.

''Ensuring successful, sustainable development of the information society directly depends on the level of information security", president of ANAS noted. In the modern world, the role of information security is increasing as digitalization and virtual relations expand. Information security has become one of the most important directions of the national security system, scientist highlighted. Today, successful solutions of problems such as the protection of national sovereignty, combating international terrorism, cybercrime, criminal economy and ensuring the inviolability of private life are not possible without a comprehensive assurance of information security.

Speaking about the successful implementation of the process of information society development under the leadership of the President of the Republic of Azerbaijan Ilham Aliyev, A.Alizadeh noted that, the information society of our country, as well as the broadband Internet, as well as the state of the electronic government, has occupied one of the world's decent positions. He noted that these development processes increase the provision of information security in our country.

In recent years, works on legislation, infrastructure, personnel training, awareness raising, etc. have been conducted to strengthen information security in our country, he noted. For this purpose, the law “On Protection of Children from Harmful Information” was adopted, the National Strategy on Information Security of the Republic of Azerbaijan was developed and other works were implemented.

The scientist noted that, besides, training of highly qualified personnel for the elimination of technological dependence on foreign countries, the formation of the ICT industry, including the software engineering industry and the training of young professionals in information security are of great importance.

The National Academy of Sciences of Azerbaijan has been working on the preparation of highly qualified specialists in information security, academician noted.  At the Institute of Information Technology, scientific research was carried out on a number of topical aspects of information security, which was of great importance in terms of state interests and the dissertations were carried out. He also noted that the activity of AzScienceNet, which is a national operator of science and education networks, providing integration of Azerbaijani science into European science, providing high-quality Internet services to scientific institutions and organizations of ANAS, is also related to information security.

A. Alizadeh emphasized the importance of such scientific and theoretical conferences and public discussions for the improvement and development of the information security system of our country and the necessity of turning this tradition into a future international scientific conference.

Then deputy of the Milli Mejlis of Azerbaijan, chairman of Azerbaijan Press Council Aflatun Amashov,  noted the importance of the conference held for the fourth time. He said that holding such events had great opportunities in terms of discussing topical issues of information security.

Deputy Chairman of the State Customs Committee of the Republic of Azerbaijan, Major-General, Doctor of Technical Sciences Iqbal Babayev reminded that recently the Memorandum of Understanding has been signed between the State Customs Committee and the State Customs Committee. Noting that the Institute of Information Technology of ANAS has a special role in signing the memorandum, the scientist emphasized the importance of this memorandum in terms of scientific research, use of information technology.

Member of the Milli Majlis, member of the Parliamentary Committee on Defense, Security and Fight against Corruption of the Milli Majlis Hikmat Mammadov said that the information was directly related to science, politics, the state and its institutions and that he had formed the state's social base.

President of Azerbaijan Internet Forum Osman Gunduz informed about works to be done on the impact of software and equipment on the community and voiced his proposals. He stressed the need to address the problems of information security from the interests of citizens, and to review the new trends in the world.

Director of Institute of Control Systems of ANAS, academician Telman Aliyev noted the importance of thoroughly investigating the scientific and theoretical bases of the information security problem in the country. He emphasized the importance of studying the scientific-theoretical problems of information security in ANAS and the measures taken in this direction.

In a plenary session, academician-secretary of ANAS, director of the Institute of Information Technology, academician Rasim Alguliyev delivered a presentation on "Information Security as a Key Component of National Security". He said that information security is of strategic importance as one of the key components of the national security of each state. 

The scientist talked about the threats to information and communication systems, the protection of electronic resources and the formation of digital heritage, and the problems of child protection in the Internet environment. R. Alguliyev noted that the necessity to gather and analyze statistical data on the status of web resources by foreign operators, the necessity to create statistical and analytical support centers and services of national web resources make essential to carry out scientific researches in these areas, to develop statistical mechanisms meeting national and international requirements.

R. Alguliyev briefed on the conceptual bases of national antivirus, antispam and anti-plagiarism systems, spoke about the interaction of information security and sociocultural sciences. He noted that sociocultural sciences can play a special role in solving the problems of information security and vice versa, information security in solving the problems of sociocultural sciences.

The scientist also put forward his proposals on the development of the normative legal basis for information security in Azerbaijan. According to him, for this purpose taking into account the experience of developed countries, laws coming from international commitments should be adopted on the unmanned aerial vehicle, necessary measures should be taken for the widespread application of normative legal documents, personnel training and scientific research in information law field should be carried out.

Protection of the Azerbaijani language is a problem of national information security, the director of the institute stressed. He informed about the architectural bases of the e-national state. It includes national terminology system, national orthography- orthoepy system, transliteration system, computer translation systems, national dictionaries, dialectology system, language teaching and assessment systems, the system of national names, linguistic resources and systems of small nations, sign language resources and systems, text engineering and etc.

Later, Technical Director, Ph.D. in Technical Sciences, Associate Professor Rashid Alakbarov introduced a presentation on  "Information Security Issues of AzScienceNet Science Computer Network". He gave detailed information about the AzScienceNet network infrastructure, usage policy, technical data network capabilities, network integration with GEANT network infrastructure, cooperation with the Azerbaijan Education Network, information security, unauthorized access to network usage, users' warnings and reasons for security incidents.

R. Alakbarov spoke about the goals and objectives of the information security policy in the network.  Minimization of material and moral damage that can lead to information security threats to ANAS networks and information resources, increase of business reputation of ANAS, formation of common principles for information security, development of information security system, formation of appropriate organizational-methodical base for activity and development are the main goals and objectives of AzScienceNet’s information security policy.

R. Alakbarov informed about the main issues that were settled during the development of the information security system in the network and noted that these issues include identification and analysis of potential threats to information security in the corporate network of ANAS, classification of information resources on the corporate network of ANAS, identification of  common requirements and rules in terms of information security, as well as the formation of requirements for the information security system.

R. Alakbarov also pointed out work done on AzScienceCERT service, AzScienceNet monitoring and information security service and equipment used for organization of this service, enhancement of reliability of Data Processing Center equipment, expansion and improvement of information security activities.

Then,  head of department, correspondent member of ANAS, Ramiz Aliguliyev delivered a presentation on "Methods for Detecting Some Threats to National Security in e-Government". He noted that an approach to the filtering of texts promoting terrorism in an electronic government environment, fuzzy model for assessing threats and a method to detect anomalies from information collected in an e-government environment were proposed. Comparison of these methods with other known methods was conducted, experimental results have shown the effectiveness of the new approach and methods.

Then, the conference continued with section sessions on "Scientific-theoretical Problems of Information Security", "Humanitarian Problems of Information Security" and "Practical Problems of Information Security". Presentations on "The method of increasing the efficiency of cloud-based electronic government services", "Detection of False Profiles on Social Networks”, “Provision of information cybersecurity and its technologies”, "Electronic national government: opportunities and perspectives for the protection and development of Azerbaijani language", “Plagiarism as an important aspect of information security”, “Problems of protection of personal data in electronic government environment ", "Some Methods of Ensuring Software Security", "Analysis of experimental technologies for Software testing”, "Data sanitization - as information security”, "Methods for analyzing malicious software in Computer Networks" and etc. were delivered.
