Thesis on "Methods and algorithms for measuring interstate integration processes in the e-government environment" December 14, 2018 | 09:45 / Conferences, assemblies

The next meeting of the Dissertation Board was held at the Institute of Information Technology of ANAS on December 13.

Academician-Secretary of ANAS, Director of the Institute of Information Technology, academician Rasim Alguliev gave information on the issues on the agenda.  The scientist said that the meeting was devoted to the defense of the thesis "Methods and algorithms for measuring interstate integration processes in the e-government environment" on the specialty 3338.01 - "System Analysis, Management and Information Processing" by Gulnara Nabibayova.

Gulnara Nabibayova presented the thesis, pointed out the urgency of the work, the scientific novelty of the research, the purpose, the main provisions put to defense, and the issues determined to achieve the goal.

G. Nabibayova noted that the main purpose of the thesis is to develop methods and algorithms for complex assessment of international integration processes in the e-government environment in order to increase the effectiveness of the foreign policy.

She informed about the analysis of topical methods and approaches for evaluating the integration of countries, development  of a new approach to determine the degree of integration of countries based on physical, as well as virtual space-related indicators, architectural-technological model of synthesis of a system for decision-making on international integration processes in the electronic state environment (QPDS) and its Data Warehouse architecture , development of fuzzy OLAP and methods for measuring the degree of integration of countries in e-government using the hierarchy of two-level indicators. She also spoke about the work done to develop a software package for computer experiments to evaluate the adequacy of the proposed methods and models.

G. Nabibayova presented the outcomings obtained in the thesis.  In this case, the comparative analysis of existing approaches to the BIPQ in electronic government was carried out, its scientific and theoretical problems were identified, a conceptual approach to measuring the degree of integration of countries, not only physical but also virtual was developed. Also, an architectural-technological model of QQDS for the BPP was proposed, its interaction model was developed and polycubes fuzzy OLAP-cube model was developed.

She answered many questions about the research.

Then, academician-secretary of ANAS, academician Rasim Alguliyev  pointed out that the concept of an electronic government is being actively developed in the modern era as a result of the introduction of new information technologies.

The opponents, D.Sc., professor Masuma Mammadova  and Ph.D. in technical sciences, associate professor Gulara Muradova made a speech and stated that the results obtained in the dissertation work were scientific novelties and made their suggestions and remarks.

At the end of the seminar, a secret ballot was held and a petition was submitted before the Supreme Attestation Commission under the President of the Republic of Azerbaijan with regard to grant a Ph.D. degree in technical sciences.
