The first notary in Azerbaijan Mahmud Bay Valibayov was born in 1884 in Shusha. He graduated from Shusha real school, after which he studied at the faculty of law in Russia. After graduating M. Valibayov returned to Azerbaijan and worked as a notary in Kazakh in 1910-1917. He is mentioned in the “Memories of Yelizavetpol 1914" as a “Notary Mahmud Bey Valibayov (Kazakh)”.
Mahmud Bey Valibayov, who was engaged in the preparation of documents, approval, registration, and so on. fulfilled delivered legal services to the citizens. In 1920, he was the owner of a notary office in Baku. He died in 1945 here.
His grandson, who carries his name, Mahmud Valibayov works as deputy director of the Institute of Information Technology of ANAS.
