Impact of state-citizen satisfaction on digital platforms on cyber sovereignty examined

Discussions were held at the Institute of Information Technology of the Ministry of Science and Education on the subject "Evaluation of the impact of state-citizen mutual satisfaction on the country's cybersovereignty."

AZERTAC reports that Gunay Isgandarli, Senior Researcher at the institute and a PhD in Technical Sciences, delivered a speech discussing the role of state-citizen mutual satisfaction in ensuring cybersovereignty within a digital state environment

G. Isgandarli stated that existing approaches are primarily focused on evaluating citizens' satisfaction with public services. She emphasized that considering the perspectives of both sides is crucial for an objective assessment of state-citizen relations.

The speaker highlighted that existing approaches and indicators used in measuring citizen satisfaction were analyzed within the framework of the study. Furthermore, a conceptual model for assessing state-citizen mutual satisfaction was proposed, based on the rights and obligations of the state as well as the rights and duties of citizens as enshrined in the constitution. This model enables a comprehensive analysis of mutual relations within the context of both parties' rights and responsibilities.

According to her, ensuring mutual satisfaction between the state and citizens contributes significantly to reinforcing trust, enhancing governance efficiency, and strengthening cybersovereignty. Conversely, dissatisfaction between the parties can negatively impact national security and the quality of governance processes.

Then, Academician Rasim Alguliyev, Vice-President of ANAS and General Director of the institute, spoke, emphasizing the relevance and scientific significance of the study. The scholar noted that as a result of digital transformations, large volumes of data are collected across various areas of public administration, and analyzing this data allows for a more objective assessment of citizens' satisfaction levels with public services. According to the academician, one of the key conditions for enhancing governance efficiency is evaluating governance processes based on objective indicators and systematically analyzing feedback received from citizens.

Academician Rasim Alguliyev also stated that a comprehensive evaluation of state-citizen relations in the context of digital transformation is of key importance for reinforcing cybersecurity and ensuring cybersovereignty, and he put forward his proposals and recommendations for the continuation of the research.
