The FD 1.35 Dissertation Council, operating under the Institute of Information Technology of the Ministry of Science and Education, held its first meeting.
The meeting commenced with the opening remarks by Academician Rasim Alguliyev, Chairman of the Dissertation Council, Vice-President of ANAS, and Director General of the Institute of Information Technology of the Ministry of Science and Education. The scientist provided detailed information about the composition, operational areas, and core tasks ahead for the newly established council. He noted that the FD 1.35 Dissertation Council was established under the institute by the decree of the Supreme Attestation Commission under the President of the Republic of Azerbaijan dated May 5, 2026. Its primary purpose is to organize the defense of Doctor of Philosophy (PhD) dissertations in technical sciences across the specialties 12.03.01 – “Computer Sciences”, 3338.01 – “System analysis, control and information processing (by fields)”, and 3339.01 – “Methods and systems of information protection, information security”.
The Chairman of the Dissertation Council emphasized that scientific expertise in the modern era demands a much higher level of responsibility compared to previous periods. He stated that a key focus of this expertise is detecting the misuse of artificial intelligence technologies in research works. Furthermore, it is essential to determine the author's actual scientific contribution to the dissertations and objectively evaluate the degree of novelty and originality of the presented results.
The scientist noted that the Institute of Information Technology of the Ministry of Science and Education is one of the leading scientific institutions, and it plays a pivotal role in training highly qualified personnel in our country. In this regard, he stated that important tasks lie ahead for both the institute and the Dissertation Council. He emphasized the necessity of consistently and rigorously applying academic standards throughout the stages of scientific expertise and academic supervision.
During the meeting, information was provided about the composition of the Dissertation Council, as well as the scientific seminars that will operate under it. Additionally, a number of current issues were discussed.
