Institute of Philosophy and Sociology of ANAS and Social Research Center hold joint republican conference

On February 11, a republican scientific conference titled “Digitalization and the Development Dynamics of Social Information” was held to mark the first anniversary of the adoption of the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025–2028.”

The conference was jointly organized by the Institute of Philosophy and Sociology of the Azerbaijan National Academy of Sciences (ANAS) and the Social Research Center.

Opening the conference, Professor Ilham Mammadzade, Director of the Institute of Philosophy and Sociology of the ANAS, emphasized that the purpose of the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025–2028,” approved by Presidential Decree, is to accelerate the development of AI in the country, promote research in this field, analyze the dynamics of social information related to AI, improve management mechanisms, ensure the accessibility of AI infrastructure, and strengthen the potential of qualified personnel.

Then, Zahid Oruj, Chairman of the Human Rights Committee of the Milli Majlis and Chairman of the Board of the Social Research Center, stated that AI should be considered not only a technological innovation but also a strategic resource: “The proper application and development of AI is one of the key factors determining the future competitiveness of Azerbaijan and the Turkic world as a whole,” he emphasized.

In his speech, Academician Rasim Alguliyev, Vice-President of the ANAS and Director General of the Institute of Information Technology of the Ministry of Science and Education, stated that society is gradually entering a sociotechnological stage and that AI is one of the key factors expanding human capabilities. He noted that technologies such as data analytics, big data, and AI create entirely new tasks for both government institutions and researchers. The academician also emphasized the importance of studying the issues that arise during the application of AI, including cybersecurity and reliability concerns.

The conference was attended by researchers from the Institute of Philosophy and Sociology of the ANAS, the Social Research Center, Baku State University, Azerbaijan State University of Economics, the Academy of Public Administration under the President of the Republic of Azerbaijan, the Military Scientific-Research Institute of the National Defense University, Azerbaijan University of Languages, Baku Slavic University, the National Aviation Academy, Baku Business University, Azerbaijan University of Architecture and Construction, Azerbaijan State University of Culture and Arts, Azerbaijan Tourism and Management University, Azerbaijan University, and other higher education institutions.

Subsequently, Elchin Suleymanov, Deputy Chairman  of the Board of Directors of the National Observatory on Labor Market and Social Protection Affairs under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan; Elvin Abbasov, Chairman of the Board at Azerbaijan Information and Communication Technologies Industry Association and member of  the Public Council of the Ministry of Digital Development and Transport; Jeyhun Khalilov, Chairman of the Support to the Development of New Technologies Public Union; Orkhan Salahov, Deputy Director of the DOST Digital Innovations Center under the Ministry of Labour and Social Protection of Population; Rashad Khaligov, Head of the Digital Development and Innovations Department; Fuzuli Gurbanov, Head of a Department at the Institute of Philosophy and Sociology of the ANAS, Doctor of Science in Philosophy; and Saadat Mammadova, Head of a Department at the Institute of Philosophy and Sociology of the ANAS, Doctor of Science in Sociology, delivered speeches on the implementation status of the artificial intelligence strategy, digital transformation processes, and changes occurring in the social information environment, sharing their insights.
