At a meeting of the Scientific Council of the Institute of Information Technology of the Ministry of Science and Education, the 2025 report of the department conducting research on the scientific problem “Research and Development of Digital Transformations, Technological Innovations, and the Challenges of Forming the Digital Economy” was discussed.
The Head of the Department, Doctor of Economic Sciences and Professor Alovsat Aliyev, presented the annual report of the structural unit under his leadership. He spoke about the research conducted on the topic of "Investigating contemporary problems of the formation of the digital economy, developing their conceptual solution mechanisms and theoretical foundations." Professor A. Aliyev provided information on studies of the technological challenges in forming the modern digital economy infrastructure, the comparative analysis of contemporary digital economy platforms of international organizations, and the prospects for their implementation in Azerbaijan. He also discussed research on governance models for the development of the digital economy within the Industry 4.0 platform, as well as on the improvement of its organizational, economic, and institutional mechanisms.
The scientist noted that, within the framework of the scientific research project “Investigation of the Problems of Forming Digital Technology Economy Sectors and Development of Models for Assessing Their Development Level,” studies were carried out on the digital transformation challenges of greening technological economic development, the development of relevant recommendations, and a comparative analysis of international experience in the formation and development of the digital green economy. He noted that articles and theses were prepared regarding the research.
According to the Head of the Department, during the year, research was also conducted on the development of circular economy mechanisms and technologies for shaping technological economic development, the formation of the blockchain economy and the prospects for applying blockchain technologies, the study of country-specific challenges arising from COP29 calls under digital transformation conditions and their conceptual solutions, as well as on the analysis of problems in forming technological economy sectors based on artificial intelligence (AI) and the conceptual foundations for developing their resolution mechanisms.
The Head of the Department highlighted information on articles published during the current year in journals indexed in Web of Science, Scopus, and other international scientific databases, as well as in scientific publications included in the list of the Higher Attestation Commission. He also noted that the department’s staff attended national and international conferences.
Prof. Alovsat Aliyev provided information on scientific collaboration with the Central Economics and Mathematics Institute (CEMI) and V.A. Trapeznikov Institute of Control Sciences (ICS) of the Russian Academy of Sciences (RAS), as well as with Azerbaijani universities. He also highlighted the work carried out in the scientific-expertise and scientific-organizational activities of the staff, as well as in personnel training and the popularization and promotion of science.
Then, Academician Rasim Alguliyev, Vice-President of ANAS and Director General of the Institute, made a speech and shared his views on the department’s report. The academician emphasized the necessity of conducting fundamental research on the AI-based technological economy, the circular economy, and the application of blockchain technology in the economy. He offered suggestions and recommendations on further deepening the scientific research of the staff, preparing new articles for publication of research results in reputable scientific journals, and improving the personnel potential.
