The diploma of Doctor of Philosophy in Technical Sciences presented to the Chief Specialist of the institute

Kamala Hashimova, Chief Specialist at the Institute of Information Technology of the Ministry of Science and Education, was awarded the scientific degree of Doctor of Philosophy in Technical Sciences by the Supreme Attestation Commission (SAC) under the President of the Republic of Azerbaijan in the specialty of 1203.01—“Computer Sciences.”

The diploma was presented to K. Hashimova by Professor Famil Mustafayev, Chairman of the SAC, at the Commission on December 5, 2025.

The dissertation titled “Development of Methods and Algorithms to Increase the Efficiency of Advertising and Marketing Activities in the Internet Environment” examined the development prospects, characteristics, and opportunities of Internet advertising and identified existing problems in the relevant field. The dissertation was prepared under the scientific supervision of Academician Rasim Alguliyev, Vice-President of the Azerbaijan National Academy of Sciences (ANAS) and Director General of the Institute of Information Technology.

As part of the research, methods and algorithms for evaluating web resources based on customer feedback, a dynamic model of Internet advertising campaign effectiveness, and methods and algorithms for recommendation systems using user data in Internet advertising and marketing were developed. Experiments were conducted to verify the obtained scientific results.

The dissertation proposes, for the first time, systems for providing advertising and marketing services to companies, establishing marketing policies, and forming a unified digital online market by collecting data from accessible sources within the context of national economic security and using artificial intelligence technologies. The latest methods, models, and technologies have been used to ensure a high level of organization of advertising and marketing activities in the Internet environment.

It should be noted that K. Hashimova received her higher education in the specialty of 'Electronic Computing Machines' at Azerbaijan Technical University (Azerbaijan Polytechnic Institute named after Ch. Ildirim) from 1983 to 1989. Since 1985, she has worked at the Institute of Information Technology of the Ministry of Science and Education of the Republic of Azerbaijan (Department of Automated Control Systems) in positions including technician, programmer, research officer, and head of sector. She currently works as a chief specialist at the institute.

She actively participated in the creation and management of a digital multimedia information system, as part of e-science, aimed at systematizing and ensuring the corporate use of various types of information—text, photo, audio, and video materials—within the 'Photo Gallery' database of the ANAS documenting public life. K. Hashimova is also one of the specialists who contributed to the creation of the www.science.az portal of the ANAS.
