The annual report for 2025 of the department conducting research on the investigation and development of the scientific and theoretical foundations of digital transformations and the formation of the information society was discussed at a meeting of the Scientific Council of the Institute of Information Technology of the Ministry of Science and Education.
The report was presented by Associate Professor Farhad Yusifov, Head of the Department and PhD in Technical Sciences, who provided information on the research conducted and the results achieved within the structural unit under his leadership. He noted that during the year, research was conducted on the topic “Investigation of the Scientific and Theoretical Foundations of the Formation of a Cyber-Sovereign State” within the framework of studies addressing the formation and intellectualization of the digital state. International experience in the field of cyber sovereignty was analyzed, and an article addressing the issues, conceptual approaches, and prospects of state cyber sovereignty was prepared.
He stated that under the topic “Models and Methods for Improving the Digital State,” research was carried out on developing a conceptual model of the digital state using a citizen-oriented approach, as well as on analyzing development models for the oil and gas sector on the Industry 4.0 platform within the framework of a grant project, and that related articles were prepared.
The Head of the Department, presenting the research conducted under the topic “Analysis and Assessment of Economic Transformation under the Influence of Artificial Intelligence,” highlighted studies on global trends in artificial intelligence (AI) development and comparative analyses of AI strategies in leading countries.
Assoc. Prof. F. Yusifov stated that the department also focused on issues concerning the assessment and management of individuals’ social credit in the e-Demography 4.0 environment and that an article on evaluating society based on individuals’ social credit within the e-Demography 4.0 platform was prepared.
The department also examined the topic of "The Study of the Scientific and Theoretical Foundations of Folklore in the Context of Information Society Challenges," analyzing the impact of national mental values and stereotypical thinking on the protection of individual medical data, as well as conducting a comparative analysis of collective knowledge derived from folklore and artificial intelligence models.
The Head of the Department also presented the results of multidisciplinary studies conducted during the year on relevant topics, including the investigation of the origins and development of the history of science in Azerbaijan.
Then, Assoc. Prof. F. Yusifov provided information on articles published in scientific journals indexed in Web of Science, Scopus, and other international databases, including those listed by the Higher Attestation Commission, as well as on abstracts submitted to national and international conferences. He also spoke about the staff’s work in scientific expertise and organizational activities, personnel training, participation in grant projects, and the popularization and promotion of science, and highlighted the department’s scientometric indicators.
Academician Rasim Alguliyev, Vice-President of ANAS and Director General of the Institute, commented on the department’s annual report, praising the significant scientific results achieved. The academician noted that, considering the tasks and challenges facing the institute in the new environment, it is of strategic importance to ensure the state’s cyber sovereignty and to further deepen research on digital state-building in the modern era. The Director General specifically emphasized the importance of a comprehensive study of international experience in the field of digital sovereignty, including associated risks, threats, and new approaches.
Academician Rasim Alguliyev also offered suggestions and recommendations on strengthening the scientific and theoretical work of young researchers, preparing high-quality articles on relevant scientific issues, and publishing them in reputable international journals.
By decision of the Scientific Council, the department’s annual report for 2025 was approved.
