Scientific seminar held on application of smart OLAP systems in a digital state environment

The next departmental seminar on the topic "Application of smart OLAP systems in a digital state environment" was held at the Institute of Information Technology under the Ministry of Science and Education.

Head of Department at the Institute, Doctor of Philosophy in Technology Gulnara Nabibayova, delivered the presentation, stating that in the modern era, digital technologies are being rapidly implemented in vital sectors such as the economy, education, medicine, and public administration. She noted that digital transformation significantly enhances the quality of services provided and the governance efficiency.

G.Nabibayova provided information on the two main stages of digital transformation—digitization and digitalization—and discussed the scientific initiatives of Claude Elwood Shannon in this area. The speaker noted that the application of digital technologies in the practical activities of state and administrative bodies leads to the formation of a digital state. The researcher emphasized that the main goal of the digital state is to increase the efficiency of governance, enhance the quality of services, and ensure the transparency of public administration.

The speaker drew attention to the fact that the acceleration of digitalization increases states' dependence on foreign ICT providers, consequently putting the issue of cyber sovereignty on the agenda."Ensuring cyber sovereignty is vital for the effective functioning of the digital state," noted G. Nabibayova, who went on to explain that cyber sovereignty guarantees the security of the state's strategic data and the protection of digital services against external interference.

Discussing the necessity of using the smart OLAP system for managing big data and numerous information sources within digital state bodies and the social sphere, she proposed the implementation of a hybrid model based on the integration of OLAP systems with neural networks, data mining, and blockchain technologies. She noted that this integration contributes to the security, transparency, and automation of state processes.

The speaker also presented a methodology based on Key Performance Indicators (KPIs) for evaluating the effectiveness of the digital state and highlighted the results of experiments.

An exchange of views was held on the topic, and questions were answered.
