Research results were discussed on improving quality indicators of complex cloud computing systems

Scientific-theoretical results obtained from the dissertation "Development of methods and algorithms for improving quality indicators of complex cloud computing systems" were discussed at the regular scientific seminar held at the Institute of Information Technology under the Ministry of Science and Education of the Republic of Azerbaijan.

Presenting the report, Associate Professor Rashid Alakbarov, the institute's Executive Director, PhD in Technology, first drew attention to the relevance of the dissertation work. He noted the insufficient resources of personal computers in solving complex problems requiring large computing and memory resources in various fields of science; the widespread use of cloud technologies in solving problems in collecting, transmitting, and processing data in the management of cyber-physical systems; the ineffective use of computing and memory resources of millions of devices in the computer network, as well as the resources of data processing centers (DPC); and the external dependence of cloud infrastructures, which creates risks for national cyber sovereignty and requires the development of local data centers. He added that storing data on foreign servers creates risks for data sovereignty, necessitating the storage and processing of data within local processing centers.

Assoc. Prof. R. Alakbarov stated that the main objective of the dissertation is the development of methods and algorithms for improving quality indicators of complex cloud computing systems, conceptual models for the migration of various cyber-physical systems to a cloud environment, and mechanisms and proposals for solving security issues.

Then, Assoc. Prof. R. Alakbarov provided information regarding the results obtained from the dissertation, noting that the development stages and conceptual models of distributed processing systems were investigated. Furthermore, the architectural-technological principles, characteristics, and scientific-theoretical problems of cloud computing technologies formed on the basis of these systems were analyzed. Issues concerning the development of the conceptual model and architectural-technological principles of edge computing systems were also investigated. Additionally, the creation of a hierarchical cloudlet-based mobile cloud computing network was proposed within cloud computing networks to reduce energy consumption and network delays in mobile devices.

According to the speaker, within the scope of the dissertation, a cloud-based digital state system was also proposed to enhance the functional efficiency of digital government systems, the functional advantages of its electronic services for citizens and government agencies were investigated, and a conceptual model for cloud-based e-government was proposed based on the analysis of the current situation.

He reported that a total of 21 articles and 9 conference proceedings related to the dissertation have been published, with 11 of the articles appearing in journals indexed in the Web of Science and Scopus databases.

Subsequently, an exchange of views on the dissertation's results was held, and Assoc. Prof. R. Alakbarov answered the questions.

Following this, Academician Rasim Alguliyev, Vice-President of ANAS and Director General of the Institute of Information Technology, addressed the event, stating that the dissertation was of a national character and dedicated to solving urgent problems. He added that a new approach to cloud systems was proposed within the framework of the research. The scientist noted that the demands on state cyber sovereignty have changed in the context of new realities and challenges, stressing the importance of paying attention to this issue in the dissertation.
