In the modern era, the preservation and development of the Azerbaijani language have become one of the main directions of state policy, especially amidst the rapid development of digital transformation and artificial intelligence technologies. In this regard, consistent measures are being implemented at the Institute of Information Technology under the Ministry of Science and Education of the Republic of Azerbaijan, and joint research is being conducted with relevant scientific organizations to execute the decrees, orders, and state programs adopted in this direction. A significant effort undertaken in this direction includes the research conducted at the Institute for over 10 years within the framework of the dissertation titled "Development of methods and algorithms for synthesis of national terminological information system."

Afruz Gurbanova, a senior researcher at the Institute of Information Technology under the Ministry of Science and Education, was awarded the scientific degree of Doctor of Philosophy in Technical Sciences by the Supreme Attestation Commission (SAC) under the President of the Republic of Azerbaijan, specializing in 3338.01—System Analysis, Control and Information Processing (Information Technologies). The Doctor of Philosophy diploma was presented to A. Gurbanova by the Chairman of the SAC, Professor Famil Mustafayev, at the Commission on October 10, 2025.

Systematic and consistent scientific research was conducted within the scope of the dissertation titled "Development of methods and algorithms for synthesis of national terminological information system," focusing on the consolidation of the Azerbaijani language in the digital environment, terminological informatics, the formation of the national terminological information system, and the automation of terminology creation processes.

The dissertation, as a result of years of research, has made a significant contribution to the preservation and development of the Azerbaijani language, making terminology entering the language more accessible by offering continuous electronic terminology services to citizens.

The research involved analyzing the scientific and technological problems of terminological informatics, identifying key development directions, and substantiating the necessity of conducting further scientific investigations in these areas. Furthermore, the first national terminological information model for the country was developed, and foreign experience and international standards in the field of terminology were studied.

It is noteworthy that A. Gurbanova graduated from the Faculty of Applied Mathematics at Azerbaijan State University (now Baku State University) in 1984 and was assigned to the Automated Management Systems Department of the Azerbaijan Academy of Sciences. From 1984 to 2018, she worked in positions including programmer, researcher, and sector head. She was also involved in the creation of the Azerbaijan National Academy of Sciences portal, www.science.az, and the institute's website, www.ict.az, and led the information provision for the www.science.az portal.

She is the author of nearly 40 scientific works. Approximately 20 of these have been published in prestigious scientific journals, including 5 indexed in Web of Science and Scopus. A. Gurbanova is currently conducting research on the scientific and theoretical problems related to the formation of the Azerbaijani language ecosystem in the virtual space.

On behalf of the staff of the Institute of Information Technology, we congratulate A. Gurbanova on her scientific achievements and wish her robust health and further success in her future scientific endeavors!
