Today the National Information System "Scientific Personnel" launched

Today at the Institute of Information Technology of ANAS a presentation of the National Information System "Scientific Personnel" and a training seminar on the tasks of scientific institutions were held.

The event was attended by deputy directors for scientific affairs of institutions and organizations of ANAS, scientific secretaries and heads of human resources.

The first vice-president of ANAS, the director of the institute, academician Rasim Alguliyev, spoke about the importance of the National Information System "Scientific Personnel" for the present. He brought to the attention that the system was developed in accordance with the Decree of President Ilham Aliyev “On additional measures to improve the certification of scientific and scientific-pedagogical personnel in the Republic of Azerbaijan” dated December 10, 2018.

Academician Rasim Alguliyev noted that monitoring and forecasting the scientific activity of ANAS in accordance with its potential, conducting analytical and statistical analyzes, preparing electronic reporting forms, ensuring the availability of scientific information and other issues made it necessary to create a unified electronic information system for scientific personnel. This is reflected in a number of state documents, including the Law of the Republic of Azerbaijan “On Science”.

Noting that the National Information System was developed by specialists of the Institute of Information Technology in accordance with the order of the President of ANAS of March 12, 2019, R. Alguliyev said that it was successfully implemented as a pilot project. The director of the institute also said that a manual has been prepared for administrators and users of this system, which is planned to be implemented in all scientific institutions of ANAS. The scientist emphasized that the information system will become an important database of personnel engaged in scientific activities at the academy. He noted that documentation is being prepared on transferring the system to the Human Resources Department and legal support of the ANAS Presidium apparatus.

National Information System is an integral part of electronic science formed in ANAS and other relevant structures and the work on the system was carried out under the control of the relevant structures of the Presidential Administration of the Republic of Azerbaijan and the ANAS leadership, he noted.

Later, an employee of the Institute’s Training Innovation Center, programmer Ragif Ismayilov made a presentation on the Scientific Personnel National Information System.

He informed about the structure of the system noted that it consists of the following sections - personal information, scientific papers, books, monographs, textbooks and study guides, scientific examination activities, patents and inventions, participation in grant projects, staff training, presentation in scientific institutions in the republic and abroad and contact information.

R. Ismailov noted that the formation of information resources about scientific works, scientific-pedagogical staff and a database of scientific research, improving management and regulation in the field of assessment and monitoring of scientific activity, as well as monitoring and assessments of scientific activity in organizations are one of the main priority areas of the system. The speaker also brought to the attention that the system is also important from the point of view of conducting scientometric and analytical evaluations, obtaining reports based on requests from various combinations and preparing electronic reporting forms.

Next, Rzagulu Hajiyev, head of the Human Resources and Legal Support Department of the Presidium of ANAS  emphasized the importance of the system in terms of the effective organization of personnel work. R. Gadzhiev expressed gratitude to the persons who took part in the implementation of the information system and stressed that he would take all necessary steps to ensure its successful implementation.
