The annual report of the Department No. 17 of the Institute of Information Technology of ANAS for 2019 was heard. The report was presented by the chief specialist of the department, Rasim Makhmudov. He gave information about the research work carried out this year. According to him, this year's studies have been carried out on the problems of the formation of the electronic state, the scientific and theoretical problems of the information society, Internet studies, information war technologies, as well as the interdisciplinary problems of the formation of social media.
R. Mahmudov spoke about the work done under the theme "Development of mechanisms for the formation and effective management of the electronic government." He noted that studies have been carried out such as the development of a conceptual model of an e-demographic system on the electronic state platform, the assessment of candidates based on a fuzzy multidimensional model, the Fuzzy TOPSIS + Ranking of triangular fuzzy numbers method, and the study of Big data analysis platforms for effective e -management.
The speaker said that proposals on personal data and their role in the national mentality, the relationship between information security and other components of national security were investigated and made, as well as the characteristics of the formation of a “black market” of personal data were investigated.
He also brought to the attention of information about the study on the theme “Development of mechanisms, methods and algorithms of a system of social credits to citizens on the platform of e-government”. The speaker noted that the opportunities and prospects of social credit mechanisms in e-government management were developed, the issues of using information technologies in the analysis of social relations were studied, a method for assessing social credit of citizens in the e-state environment was developed.
