A meeting dedicated to the discussion of national ICT projects prepared by the Institute's specialists

Today, at the Institute of Information Technology of ANAS, a meeting on discussion of some national ICT projects with the support of this organization was held. Head of the Department of Humanitarian Policy Issues, Professor Farakh Aliyeva, Vice President of ANAS, Director of the Institute of Information Technology of ANAS, academician Rasim Alguliyev and staff of the Institute participated at the event.

Opening the event, Academician Rasim Alguliyev said that the meeting was dedicated to the presentation of a number of ICT projects implemented by the organization, in line with the President's instructions.

He emphasized that the institution conducts research on scientific research in the field of Big Data, software engineering, information economy, information security, and other areas, also supports the development of information society, formed in our country, e- media, e-learning and information technologies. Also, the Institute was closely involved in the state programs adopted in this direction, he noted.

Then Farhad Yusifov, the department head, Ph.D., gave information about the National Information System "Scientific Staff". He said that this system was created to fulfill the tasks arising from the Decree of the President of the Republic of Azerbaijan dated December 10, 2018 "On additional measures to improve the attestation of scientific and scientific-pedagogical personnel in the Republic of Azerbaijan".

The speaker introduced the structure of the input form of the system,  and noted that it consists of personal information, scientific publications, books, monographs, textbooks, scientific expertise activity, patents and inventions, participation in grant projects, as well as personnel training, participation in scientific institutions of the republic, international and foreign countries, and contact information sections.

Speaking about the possibilities of the National Information System, the main priority of the system is to formulate a database of scientific works, information resources of researches, to ensure accessibility of scientific information, improve the management and regulation on the evaluation and monitoring of scientific activity, as well as carry out monitoring and evaluation of scientific activities of organizations. 

According to him, the system is also important in terms of conducting science – metrics and analytical assessments, making reports based on various combinations of inquiries and preparing electronic reporting forms.

Institute's Programmer Yusif Sadiyev gave information about the National Management Portal "Doctorate".  He stated that it was intended for those applying for the doctorate studies, supervisors and relevant authorities. He noted that the main objective of the portal operating in Azerbaijani and English is to support state policy in increasing the availability of information on the existing data and to consolidate the information on all the doctoral students studying in Azerbaijan. Later, he explained the process of data entry by registering doctoral students and supervisors. The results of the attestation of the doctoral candidates each year and the information about them will be stored in this system after the defense.

The system is also intended for individuals wishing to study abroad and the portal provides opportunities for doctoral candidates to work. 

The Head of International Relations Department Ph.D. Babak Nabiyev gave information on LOLA system -  LOw LAtency audiovisual streaming system and said that a number of projects were implemented within the EaPConnect (Eastern Partnership Connect) project of GEANT (Association for European Science and Education Network), which unites the Eastern Partnership countries. He noted that LOLA project aims to enable real-time musical performances where musicians are physically located in remote sites, connected by advanced network services.  LOLA is a project developed by Conservatorio di Musica Giuseppe Tartini from Trieste (Italy) in collaboration with GARR, the Italian Research and Academic Network.

Currently, more than 30 countries and 80 cities around the world have been connected to this system at 107points. The LOLA audiovisual streaming system installed at the Baku Academy of Music named after Uzeyir Hajibeyli with the support of AzScienceNet has been recently tested. The official presentation of this technology in Azerbaijan is scheduled for 2019, he noted. 

Then Sabina Mammadzada, the senior researcher of the institute, presented the website of the "Transliterasiya" information system. She noted that the website developed by the institute's specialists in line with the “Requirements on creation and management of Internet Information resources of state bodies" approved by the Decision of the Cabinet of Ministers of the Republic of Azerbaijan and the requirements of the Special State Protection Service of the Republic of Azerbaijan. Transliteration system is an open access system that works online and is implemented for 5 languages -Azerbaijani, English, Russian, French, German and Persian languages, she highlighted.  It comprised of "Homepage", "Transliteration", "Transliteration standards", "Transliteration tables", "Suggestions" and "Collaboration" sections. 

The transliteration tables were compiled together with experts from relevant fields and texts can be downloaded from Azerbaijani into English, Russian, French, German, Persian with transliteration tables and vice versa. According to her, transliteration is carried out by means of replacing units of the language with symbols, replacing language units with other language units. 

In the end, views on presentations were exchanged,  questions were answered and proposals were put forward.
