Academician Rasim Alguliev: "Analysis of social relations through information technologies should be carried out"

The next scientific seminar of Department No. 17 was held at the Institute of Information Technology of ANAS. Academician-secretary of ANAS, director of the institute, department head, academician Rasim Alguliyev emphasized the necessity of carrying out such seminars in terms of increasing the effectiveness of scientific-research works.

Then, the department's employee Nigar Akhundova presented the report on "Methods of analysis of social relations in the electronic government environment". In the evaluation of social relationships, indicators such as depth, coverage, impact, and time should be used, she noted.

In the analysis of relationships, the main metric is the number of links between the actors, the direction and weight of the links. "It is more expedient to use the theory of graphs to build the model of these relations. The theory of graphs is widely used for the visualization and investigation of social structures and relationships based on theoretical studies in the field of sociology. Particular attention is paid to the location of actors and transit relationships here, " she noted. 

The "link analysis" method used to analyze relationships provides an analysis of the data used to identify and evaluate the features of interpersonal relationships within the network analysis.

Thereafter, the employee of the department, Turgut Yasin, delivered a presentation on "Knowledge Economy: Problems and Perspectives".  Speaking about the history of the formation of the knowledge economy, Professor F.Machlup presented the "Sphere of production and distribution of knowledge" as a branch of the economy.

F. Machlup divided the knowledge industry into five groups, such as scientific research, education, media, information technology, and information services in his 1962 book "Production and dissemination of knowledge", he noted.

The speaker noted that in modern times, besides the term "knowledge economy", the terms "innovation economy", "high technology civilization", "knowledge society", "information society", "information and knowledge society" are widely used.

Views on both presentations were exchanged and questions were answered.
