Academician Rasim Aliguliyev: “Approaches used to form public opinion should be deeply studied”

The next scientific seminar of the Department №17 of the Institute of Information Technology of ANAS was held. The event was opened by the academician-secretary of ANAS, the director of the institute, the head of the department, academician Rasim Aliguliyev. He noted the importance of holding such seminars regularly in terms of improving the effectiveness of research and development.

The author of the Institute, Aynur Gurbanli, presented a report on the theme “An Approach Related to the Application of Sentiment Analysis in E-Services”. According to her, an emotional analysis is important in determining the quality of services provided by government agencies and other organizations, determining the level of consent or dissatisfaction of citizens, etc. 

Speaking about the principle of work and the importance of the method of sentiment analysis "ASAN Visa", A. Gurbanly said that this system provides detailed information about the mood and satisfaction of citizens using "Asan xidmət" of this system.

Then academician R. Aliguliyev spoke about the relevance of the problems under consideration. He noted that in every state there is a system that should be able to determine the mood in society, automatically and accurately solve problems. According to the scientist, to improve the effectiveness of research in this area, scientific literature on psychology and sociology should be widely used, since each nation has its own characteristics, national, ethnic norms and traditions.

The director of the institute recommended careful study of approaches (based on rules, based on dictionaries and machine learning).  The scientist said that when analyzing emotions, age, social status and religion of citizens are also significant factors. The academician stressed that the main goal of the study is to study public opinion, study methods and algorithms used to change people's mood and behavior, as well as to protect citizens from the emotional effects of external forces in the electronic environment of the state and to ensure information security.

Academics spoke about the importance of conducting research on “Sentiment analysis” and recommended that researchers familiarize themselves with scientific articles, deepen their research, learn exact solutions and prepare presentations for the next seminar.
