The next meeting of the scientific seminar of the Institute of Information Technology of ANAS was held. Opening the event, corresponding member of ANAS, doctor of technical sciences, professor Masuma Mammadova informed on the agenda. The seminar was dedicated to the discussion of thesis of the assistant professor  Yadigar Imamverdiyev on the specialty 3338.01 – “System Analysis, Control and Information Processing” to obtain a scientific degree of Doctor of Technical Sciences.

Then, associate professor Y. Imamverdiyev presented the thesis on  "Methods and models of information security management of e-government" and stated that it included an introduction, 7 chapters, summary and 620 titles of literature. He noted that 35 scientific works, including 23 articles, 12 conference materials were published on the subject.

The lecturer highlighted the relevance of the work, its goal, the main provisions and scientific innovations, presented the content of the dissertation work in chapters. He noted that the goal of the dissertation is to develop methods and models for the development and improvement of the scientific-theoretical and methodological bases of the management of information security of e-government.

In addition, a model of coordination level assessment in the e-government information security management system, a model of coordination of investments in a two-level hierarchical information security management system, an international coalition model, as well as an informal cognitive model for e-government strategic information management, cybercrime - Hipergame model and the situational management model for operative management were proposed for selecting the defense tactics.

The reporter also highlighted the method of assessing the level of information security in e-services, the method of assessing weights in composite cybersecurity indices and the model of assessing citizen's confidence in e-government information security.

Scientific adviser for the thesis - academician-secretary of ANAS, director of the Institute of Information Technology, academician Rasim Alguliev said that the work is dedicated to solving the actual problems. He noted that information security, which is an important component of national security, serves to ensure the sovereignty of the state in the information field. Reliable information security is one of the priorities of the state policy, and a number of important scientific and practical tasks have been set before the concerned state bodies,  scholar said.

Then the questions were answered on the thesis. Ph.D., Associate Professor Rashid Alakbarov corresponding member of ANAS, doctor of sciences Ramiz Aliguliyev, Ph.D. in Economics, Associate Professor Alovsat Aliyev, Ph.D., associate professors Shafaget Mahmudova, Bikas Agayev expressed their opinions and suggestions.

Experts on the thesis - doctor of sciences, professors Mohammed Ahmedov, Bayram Ibrahimov and Saladin Yusifov made reviews on thesis stated that the problems were solved and scientific innovations were achieved.

In the end, voting was held and the thesis was unanimously recommended to pass to the next stage.
