Over a short period, Azerbaijan’s defence industry and the cybersecurity sector as a whole have undergone significant development. The adoption of advanced technologies, artificial intelligence solutions, and other modern innovations in this field is highly commendable.
Academician Rasim Alguliyev, Vice-President of ANAS and Director General of the Institute of Information Technology of the Ministry of Science and Education, stated this in a statement to AZERTAC. The scientist emphasized that the adoption and research of knowledge-intensive digital and artificial intelligence technologies, the study of international experience in this field, as well as the development of national AI models, set forth as a strategic task by President Ilham Aliyev, require a fundamental scientific approach: “To form a national artificial intelligence model, its underlying data resources, algorithms, mathematical models, and human capital must be based on national resources.”
Academician Rasim Alguliyev stated that for more than 30 years, targeted measures have been implemented at the Institute of Information Technology toward building the scientific and theoretical foundations of cybersecurity, training professional specialists, preparing educational resources, and popularizing the work done in this field, thereby contributing to the formation of the national cybersecurity ecosystem in our country. At the same time, he emphasized the advisability of creating a unified scientific platform with the joint participation of scientific institutions and universities to identify research priorities in the relevant field and develop human resource potential.
According to the scientist, one of the main strategic goals in shaping Azerbaijan's new digital architecture under the leadership of President Ilham Aliyev is solving complex issues such as establishing an integrated digital environment within the scope of state interests, creating a unified national data ecosystem, and enhancing governance efficiency.
Pointing out that a national cybersecurity ecosystem is currently being successfully formed in Azerbaijan, the academician noted that cybersecurity encompasses the protection of critical infrastructures, the safeguarding of human rights, and other multifaceted issues, emphasizing that key responsibilities lie with the relevant institutions in this direction.
Highly praising the activities of state bodies responsible for defence and critical sectors, the Vice-President of ANAS also emphasized the importance of establishing a mechanism that ensures the unified coordination and effective management of ongoing processes in this field, taking into account state interests and strategic tasks: “Closer cooperation among state institutions, scientific entities, the business sector, and civil society organizations must be ensured, and regular scientific discussions should be organized.”
Academician Rasim Alguliyev stated that the Institute of Information Technology is ready to closely participate in these processes and provide scientific support for the implementation of the important tasks set forth.
