In the modern era, against the backdrop of digital transformation and the new realities brought about by the Fourth Industrial Revolution, the development and expanded application of digital and AI technologies have become primary priorities of state policy in Azerbaijan. Important tasks have been defined for the relevant government bodies to implement digital policy in this direction.
To address these challenges, a meeting was held at the Institute of Information Technologies of the Ministry of Science and Education with a delegation led by Vugar Gulmammadov, Chairman of the Chamber of Accounts of the Republic of Azerbaijan. The delegation included Tamerlan Yusifzade, Head of the Office of the Chamber of Accounts; Zafar Rzayev, Head of Department; Vasif Rasulov, Deputy Head of Department; and Ibish Ibishzade, Head of Sector.
The main purpose of the meeting was to get acquainted with the activities of the Institute of Information Technology. Discussions also focused on the implementation of digital technologies at the Chamber of Accounts, planned future projects, and prospects for cooperation to fulfill tasks arising from state policy on digital transformation.
First, the delegation became closely acquainted with the condition of the material and technical base established at the Institute and the activities of the scientific and technological centers, as well as the innovative solutions applied here.
Speaking at the meeting, Academician Rasim Alguliyev, Vice-President of ANAS and Director General of the Institute of Information Technology of the Ministry of Science and Education, provided detailed information on the history of the Institute of Information Technology, its main activity directions, scientific and innovative projects, research aligned with state strategic priorities and national interests, the integration of science and education, and the development of international cooperation, as well as the work carried out to popularize science. Academician Rasim Alguliyev highlighted that the Institute carries out various scientific research on current ICT issues, focusing on detailed studies of important scientific, theoretical, and practical topics in advanced information technologies, artificial intelligence, digital transformation, and the development of the information society.
In his remarks, Vugar Gulmammadov, Chairman of the Chamber of Accounts of the Republic of Azerbaijan, stated that the Chamber operates as the supreme state audit institution in the country and has established partnerships with supreme audit institutions of various countries worldwide, as well as relevant local government bodies.
Vugar Gulmammadov highlighted that activities at the Chamber of Accounts are being enhanced through information systems and that the institution has drafted a digitalization development concept for the upcoming period.
The Chairman expressed confidence that the scientific and methodological support provided by the Institute of Information Technology of the Ministry of Science and Education will make a significant contribution to expanding the application of digital solutions and shaping innovative approaches in this process.
At the event, Vasif Rasulov, Deputy Head of Department at the Chamber of Accounts, also delivered a presentation, providing detailed information about the key electronic systems applied in digitalizing internal management and audit processes within the Chamber of Accounts—namely, the Audit Activity Management System, the State Audit Information System, and the Internal Electronic Resource Management System, as well as the newly established information system.
Concluding the meeting, Academician Rasim Alguliyev expressed his gratitude to the leadership of the Chamber of Accounts for their confidence and emphasized the Institute’s readiness to provide scientific and methodological support to the Chamber of Accounts in implementing digital transformation and artificial intelligence technologies.
During the meeting, the parties exchanged views on implementing joint projects and developing cooperation.
