In the modern world, the economic power and national security of states are determined not only by natural resources, industrial potential, or military capabilities, but also by the level of development of digital technologies.
In this regard, software engineering is considered one of the main driving forces of digital transformation, artificial intelligence technologies, cybersecurity, and the digital economy. It is no coincidence that developed countries view the software industry as a strategic sector and define its development as one of the priority directions of state policy.
The discipline of software engineering emerged in the 1960s to overcome the crisis that arose in the software development process. Its core idea is to apply a systematic engineering approach to the development of software. Just as bridges, buildings, or other engineering structures are constructed according to specific standards, design principles, and quality requirements, software systems must also be developed based on scientifically grounded methodologies, standards, and quality criteria.
Over the past decades, software engineering has rapidly evolved to become one of the primary scientific disciplines of the information society. In Azerbaijan, the development of this field entered a new phase during the years of independence. In particular, the declaration of information and communication technologies as one of the priority areas of state policy created an important foundation for the growth of software engineering.
The “Strategy on Information Security and Cybersecurity for 2023–2027,” approved by the President of the Republic of Azerbaijan, has identified strengthening the country's technological independence, developing the national software industry, and training highly qualified personnel as key priorities. One of the primary goals of the Strategy is to reduce dependency on foreign technologies in the field of information security and to provide scientific support for the creation of national software products.
During the meeting on “Azerbaijan's New Digital Architecture” held under the chairmanship of President Ilham Aliyev on February 11 of this year, important decisions were made regarding the new phase of digital development, and an action plan for the country's digital transformation was defined. Cybersecurity issues were identified as one of the key priorities at the meeting, with particular emphasis placed on the importance of reliably protecting the state information infrastructure.
Another significant event in this direction was the first meeting of the Digital Development Council, held on June 29 of this year under the chairmanship of First Vice-President of the Republic of Azerbaijan Mehriban Aliyeva. During the meeting, it was reported that a roadmap defining the development of digitalization, artificial intelligence, cybersecurity, and the innovation ecosystem for the next three years was established. It was emphasized that artificial intelligence is no longer merely a factor of the future, but one of the primary drivers of present-day development, playing an increasingly crucial role in state security. This approach once again confirms the special place that software engineering occupies in the country's digital development strategy.
The Institute of Information Technology has played a significant role in the development of a scientific school of software engineering in our country. Systematic scientific research in software engineering in Azerbaijan was initiated in 2003 under the leadership of Academician Rasim Alguliyev. In subsequent years, extensive research was conducted in this field, resulting in the publication of the books Software Engineering in 2013 and Fundamentals of Software Engineering in 2020. Currently, these books are used as textbooks across a number of the country's higher education institutions.
As a result of the scientific activities conducted, more than 180 scientific articles and abstracts on software engineering have been published in prestigious international journals and conference proceedings, and a PhD dissertation has been defended in this field. On the Institute's initiative, the commencement of postgraduate (Master's) degree training in software engineering for the first time in the country starting in 2025 is considered a key milestone in the development of the national software engineering school.
The importance of software engineering is not limited solely to the fields of science and education. In the modern era, software has become one of the fundamental resources of economic development. Today, millions of software engineers operate in the world's leading economies. Approximately 7 million programmers work in China, nearly 5 million in India, and over 4 million in the United States. The software products created through their activities make significant contributions to driving economic growth, enhancing competitiveness, and ensuring technological independence for nations. It is precisely for this reason that the software industry is often characterized as the “new oil.”
It is impossible to imagine the development of modern software engineering separately from artificial intelligence technologies. While artificial intelligence is a product of software engineering, it simultaneously serves as a powerful catalyst for its evolution. Today, artificial intelligence technologies are widely applied in processes such as automated code generation, software testing, bug detection, vulnerability identification, and software optimization. On the other hand, voice assistants, automated translation systems, medical diagnostics, facial recognition, autonomous vehicles, and other intelligent systems are complex software products built upon the principles of software engineering.
Alongside this, there are still unresolved challenges regarding the development of software engineering education in Azerbaijan. These include the absence of a comprehensive state program aimed at developing the software industry, a shortage of highly qualified professionals meeting international standards, insufficient practical training in higher education, a scarcity of modern laboratories and software platforms, the need for continuous professional development of teaching staff, and weak university-industry collaboration. Addressing these challenges could contribute significantly to the growth of the country's software industry and the reinforcement of the national digital economy.
The Institute of Information Technology plans to continue its activities in software engineering. The 2nd Republican Conference on “Actual Scientific and Practical Problems of Software Engineering,” organized by the Institute, is scheduled to take place in November of this year. The conference will serve as an important platform for discussing scientific research in software engineering, establishing new collaborations, and advancing the national software engineering school.
Today, software engineering is no longer merely a technical field concerned with software development. It holds strategic importance in ensuring national cybersecurity, driving the growth of the digital economy, creating artificial intelligence technologies, establishing a national software industry, and strengthening technological independence. Shaping Azerbaijan's digital future through the development of software engineering necessitates further enhancing close collaboration among government, academia, education, and industry.
