According to Academician Rasim Alguliyev, artificial intelligence technologies serve as one of the core driving forces of global processes in the contemporary era. He highlighted that against the backdrop of intensifying technological rivalry among global superpowers, AI has taken a pivotal position as a strategic priority in Azerbaijan's foreign policy. Academician Rasim Alguliyev emphasized that, alongside energy security, artificial intelligence and digital technologies are emerging as crucial directions in establishing Azerbaijan’s cooperative relations with the United States, China, and European Union countries.

The Director General of the Institute noted that the country’s domestic policy is aligned with global trends, and within this framework, systematic approaches are being applied in the fields of AI and digital development. The scholar also emphasized that the establishment of the Digital Development Council under the leadership of the First Vice-President of the Republic of Azerbaijan, Mehriban Aliyeva, as well as the approval of the Action Plan for 2026–2028 on accelerating digital development in the Republic of Azerbaijan, demonstrates the special attention paid by the state to the development of this field.

Academician Rasim Alguliyev noted that significant steps toward digitalization are currently being taken in our country and drew attention to the necessity for the digital state to meet fundamental architectural requirements, such as technological, data, and network sovereignty. The scholar touched upon the need to ensure coordinated action and strengthen synchronization at all levels of public administration to achieve these objectives, emphasizing that relevant institutions bear vital responsibilities in this regard.

According to the Vice-President of ANAS, the collection, storage, and systematic management of citizens' health data create a tangible foundation for the formation of a national medical data ecosystem, thereby ensuring data sovereignty. The scholar stated that this intelligent approach will enable more effective disease management, enhance diagnostic accuracy, objectively assess the nationwide health status, and forecast future risks. The scholar also specifically highlighted that the Institute of Information Technology of the Ministry of Science and Education is always ready to cooperate with AMU in this direction.

Highly praising the “Medical Digital Twin System,” implemented by the Ministry of Health of the Republic of Azerbaijan to ensure the collection and seamless exchange of citizens’ health data in accordance with international standards, Academician Rasim Alguliyev emphasized that this initiative is a vital innovation in the digital transformation of healthcare.

Against the backdrop of the aforementioned challenges, the Vice-President of ANAS characterized the commencement of activities at the Data Analytics and Artificial Intelligence Laboratory of Azerbaijan Medical University as a highly significant development. He stated that the research and application of AI, data analytics, and machine learning technologies at AMU within the framework of this laboratory is an initiative that is both vital and highly demanding in terms of responsibility. Academician Rasim Aliguliyev noted that the first steps in this direction were taken approximately 10 years ago, and the Institute of Information Technology under the Ministry of Science and Education has been supporting the process since then. The scholar also recalled that scientific conferences dedicated to the problems of digital medicine had been held at the institute with the support of the Ministry of Health and AMU.

Academician Rasim Alguliyev expressed his confidence that the newly launched Data Analytics and Artificial Intelligence Laboratory at AMU will successfully fulfill its function as a new intellectual hub in terms of conducting research in the relevant field, updating educational content, expanding the application of AI technologies in medicine, and training highly qualified specialists in this area.
