Azerbaijan Medical University and Institute of Information Technology signed a memorandum on cooperation

A memorandum on the development of cooperation in the field of digital healthcare and digital medicine was signed between Azerbaijan Medical University and the Institute of Information Technology of the Ministry of Education and Science of the Republic of Azerbaijan.

The meeting, held at Azerbaijan Medical University (AMU), was attended by the Rector of AMU, Professor Garay Garaybayli; the Vice-President of ANAS; the Director General of the Institute of Information Technology of the Ministry of Education and Science, Academician Rasim Alguliyev; as well as responsible persons, scientists, and specialists representing both organizations.

Speaking at the meeting, AMU Rector, Professor Garay Garaybayli noted that in recent years, the head of state has identified important tasks for the integration of science and education, the implementation of comprehensive measures in this area, and the expansion of cooperation have become more relevant.

Speaking about the fact that nowadays, as in all spheres, information technologies and artificial intelligence are widely used in the field of medical education, the rector noted that the AMU is actively involved in the implementation of tasks in this area. Professor Garay Garaybayli highly appreciated the established cooperation with the Institute of Information Technology and the joint multidisciplinary research and projects being implemented. The Rector expressed confidence that the expansion of cooperation between the institute and other departments of the AMU will create the basis for the implementation of more effective joint projects in the future.

Academician Rasim Alguliyev then said that the development of advanced technologies created under the influence of the Fourth Industrial Revolution and artificial intelligence has become one of the priorities of state policy, and President Ilham Aliyev has adopted several important strategic documents in 2025. He stressed that the "Concept of Digital Development in the Republic of Azerbaijan" and the "Strategy of Artificial Intelligence of the Republic of Azerbaijan for 2025-2028" set important tasks for scientists and specialists: "Given that artificial intelligence is making major changes in the healthcare sector, the development of scientific research and cooperation in this field, special attention is paid to such issues as support of the innovation environment."

Underlining that in the modern era, the issue of the use of artificial intelligence in medicine is becoming increasingly relevant, Academician Rasim Alguliyev noted the importance of taking institutional measures in the field of medical informatics and the formation of digital healthcare in our country.

The Vice-President of ANAS noted that cooperation with the AMU, which began in 2016, continues successfully today. Over the years, various meetings, joint conferences, and seminars have been held. He noted that the specialists of the Institute of Information Technology are actively involved in the reconstruction of AMU network infrastructure, support the development of digital medicine using advanced technologies, informatization of healthcare and improving the quality of electronic medicine services.

The scientist also recalled the II Republican scientific and practical conference "Digital Medicine 4.0: Problems, Opportunities, and Prospects" held in May this year. He noted that the main objectives of this event were the formation of digital healthcare in Azerbaijan, drawing attention to topical issues such as the collection, processing, and exchange of medical information, identifying areas, problems, and priorities for the development of digital healthcare, as well as monitoring research conducted in the relevant field.  The conference was remembered for its important results in terms of identifying current scientific issues and priorities of digital medicine in Azerbaijan.

Corresponding Member of ANAS, Head of the First Department of Surgical Diseases of AMU, Professor Nuru Bayramov spoke about the ongoing fruitful cooperation between the Department and the Institute of Information Technology, spoke about completed and ongoing joint projects, ongoing research and achievements. He also spoke about the multilingual and multifunctional educational portal "Surgical Platform," developed by the staff of the I Department of Surgical Diseases and the Institute of Information Technology. The portal is intended for students and residents.

Corresponding Member of ANAS, Professor Masuma Mammadova, also spoke at the meeting, who spoke about the events held at the Institute within the framework of cooperation with the First Department of Surgical Diseases of the AMU, as well as about the ongoing research. The scientist noted that research is underway in the field of introducing Big Data and Data Mining technologies into electronic medicine, predicting the patient's health status based on medical digital twin models, analyzing information and making decisions in relational segments of medical resources on social networks, as well as introducing intelligent methods for early diagnosis of liver cancer, scientific, theoretical, and practical methods of forming a public health observatory in the healthcare 4.0 environment. She said that an intelligent system has been developed to determine the stages of hepatocellular carcinoma, and based on the results of this study, a Eurasian patent has been obtained.

Head of the Department of Biomedical Physics at AMU, Associate Professor Ismail Gafarov; Head of the AzScienceNet Network Operations Center at the Institute of Information Technology, PhD in Technical Sciences Babak Nabiyev; and Head of the Institute's Department, PhD in Technical Sciences, Associate Professor Farhad Yusifov also spoke at the event. They talked about the tasks and priorities.

During the meeting, a broad exchange of views and proposals was also held on ensuring access to the opportunities provided by the GÉANT Association through the AzScienceNet Network Operations Center at AMU, providing scientific and methodological support to AMU students by scientists and specialists of the Institute, training highly qualified personnel, and implementing joint grant projects.

Then, a memorandum of cooperation in the field of digital healthcare and digital medicine was signed between the Azerbaijan Medical University and the Institute of Information Technology. The Memorandum provides for scientific support in the implementation of tasks arising from government policy in the field of innovation, digital technologies, ensuring cybersecurity of medical data and data sovereignty, conducting joint scientific research on the use of artificial intelligence and digital technologies in medicine, participating in grant projects, and organizing seminars and conferences, as well as exchanging personnel and experience.
