Academician Rasim Alguliyev: “The state policy on digital development in our country necessitates the establishment of the National Artificial Intelligence Forum as a dialogue platform”

Academician Rasim Alguliyev, Vice-President of the Azerbaijan National Academy of Sciences (ANAS) and Director General of the Institute of Information Technology of the Ministry of Science and Education, delivered a speech at the presentation ceremony of the results of the National Internet Award—“MilliNet 2025” competition. The academician noted that for more than 20 years, this competition, held in the country, has been fulfilling an important mission by encouraging the creation of web resources of broad social significance for the public, civil, and business sectors.

The scientist noted that ongoing global processes, digital transformations, and the Fourth Industrial Revolution—particularly the rapid development of artificial intelligence (AI), regarded as the ideology of the modern era—have given rise to new realities in the country. The head of state noted that President Ilham Aliyev is pursuing a consistent and purposeful policy in the field of AI and digital transformation and that the “Digital Development Concept,” the “Artificial Intelligence Strategy for 2025–2028,” and other key strategic documents define specific tasks for relevant state bodies, scientific institutions, as well as business and civil society organizations. He said that the implementation of these tasks is of great importance for safeguarding the national interests of the state and strengthening its technological sovereignty.

 According to the academician, as AI has become the ideology of the modern era, every state institution, scientific organization, and enterprise is organizing its activities at a high level in accordance with new challenges and implementing the necessary measures. Today, issues such as the establishment of a regulatory and legal framework in the field of AI, more efficient management of resources, the creation of an appropriate ecosystem for the collection and processing of rapidly growing data in the country, conducting multifaceted research on AI, cybersecurity, and cyber sovereignty, as well as the training of highly qualified personnel, are highly relevant. “The time has come to establish the National AI Award alongside the MilliNet Award to stimulate the activities of individual specialists working in these areas in our country, especially young professionals,” he said.

The scientist also emphasized the need to establish a unified dialogue platform for the nationwide discussion of multifaceted, multidisciplinary, scientific-practical, and conceptual issues related to AI. “There is a great need to organize the National AI Forum as a discussion platform for addressing numerous issues in the field of AI with the participation of representatives from state agencies, scientific and educational institutions, as well as the business and civil society sectors, to put forward proposals and recommendations, to conduct public monitoring of ongoing activities, and to study international experience,” he said.

At the conclusion of his speech, Academician Rasim Alguliyev congratulated the winners of the “MilliNet 2025” competition and wished them success in their future endeavors.

The scientist urged young people to actively engage in activities in line with global digital challenges, to regularly acquire advanced scientific and technological knowledge, and to participate actively in the implementation of the strategic tasks set by the head of state.
