The Information and Computing Center of the Ministry of Transport, Communications and High Technologies, as in previous years, presents its products at the Bakutel 2019 International Exhibition “Telecommunications, Innovations and High Technologies”.
During the exhibition, a memorandum of cooperation was signed between the Azercell mobile operator and the Information and Computing Center on the implementation of the SmartCell solution presented at the event. According to the memorandum, cooperation between the parties will be carried out in the field of introducing an electronic subscription agreement concluded between a mobile operator and a client, its identification with images of the faces of subscribers using an electronic signature.
The memorandum was signed by the director of the Information and Computing Center Elnar Asadov and the president of Azercell Vahid Mursaliev.
Note that SmartCell is a new mobile solution that combines face recognition and electronic signature technologies. In addition, it is a digital system that sells mobile numbers through SmartCell (Face ID) face recognition technology. The system, with the participation of the client in real time, allows you to identify the received image with a photo of his identification card, as well as sign a subscription agreement using electronic signature.
The SmartCell numbering system has the following advantages for both operators and customers:
- time saving;
- electronic contract;
- carrying out the operation by electronic signature;
- identification of photos (Face ID) of the seller and the client through electronic signature;
- ensuring sales only by authorized persons.
When selling numbers by the National Center for Certification Services of the Ministry of Transport, Communications and High Technologies, the process of providing an electronic signature certificate is very simple. So, with the help of a mobile application, the face recognition process is carried out through an identity card.
Based on this personal data, information is generated on the creation and verification of the e-signature. Information on creating an e-signature on a person’s identification is safely stored in the appropriate program. Based on this information, a certification request for identification of a person is being prepared. A request for a certificate is sent to the appropriate infrastructure of the National Center for Certification Services. The certificate issued by the center is accepted by the program and is prepared for full use for signing documents. This whole process is carried out in a short time.
It should be noted that SmartCell technology, combining face recognition and electronic signature technologies, will be introduced in the future in the banking and financial sectors. When applying this technology, it is also possible to provide video recording of the process.
