How to evaluate science, and why do we need this assessment?

Today, at the 13th IEEE International Conference on the Application of Information and Communication Technologies (AICT 2019), a report "H-extension and A-extension indexes proposed to assess the performance of researchers" co-authored by Head of the Institute of Information Technology of ANAS, correspondent member of ANAS, doctor of technical sciences Ramiz Aliguliyev and chair of the Institute's Young Scientists and Specialists Board Narmin Adigozalova was heard.

Speaking at the conference, Adigozalova said that with the rapid increase in the number of scientific publications, evaluation of researchers' scientific activity has become an important issue. Evaluation of science is necessary to determine the quality and progress of science.

It is well-known that the essence of the h-index is that the scientist should write an article so that it can be counted in large numbers and that each article has enough references.

Adigozalova stressed that the advantage of the proposed h-tail index is that it reflects the quality of articles in the h-extension, that is, the distribution of references beyond the h-node. Also, the number of references in the h-extension and the squares of the references in the h-kernel give a total of at least how much a scientist can get. The proposed A-tail index defines the average number of references per article in the h-extension.

 Afterward, the presentation was discussed and questions were answered.
