Evaluation of scientific and technological projects based on criteria and performance indicators

The next scientific seminar of the Department №8 of the Institute of Information Technology of ANAS was held. The head of  department, Ph.D. in economics, associate professor Alovsat Aliyev said that the seminar was devoted to the issue of project evaluation, gave information about the current state of research in this area.

Then an employee of the department, Roza Shahverdiyeva, presented a report on the “Issues of evaluation of scientific and technological projects in the management of innovative structures based on performance indicators and criteria.” She gave information on the methodological basis for the development of scientific and technical projects for the creation and organization of innovative structures, criteria for evaluating innovative projects, methods for selecting and evaluating these projects, etc.

R.Shahverdiyeva spoke about national and international documents emphasizing the relevance of the topic, about the problems of creating and managing innovative structures. According to her, the development strategy in this area, the organization of activities for the integration of scientific, educational and business relations, the commercialization of research results, the assessment and selection of innovative projects, the development of a common development model, the development of an effective information support system, a multifactorial correlation-regression model and appropriate econometric analysis, etc. are one of the important issues that need to be addressed.

She noted that innovative projects, which are a set of interrelated works that provide for the creation, production and introduction of innovative products, such specific features as technical, economically sound goals, initial and reasonable duration, limited resources, degree of uncertainty regarding implementation, situations and so on.

She stressed that the evaluation of the innovation project was carried out in commercial, international, innovation, information, economic, environmental, technical and other areas.

In conclusion, the speaker presented the results of the final project evaluations, the graphs of dependencies and the distribution of comprehensive project evaluations, as well as the statistical parameters of the econometric model for the integrated project evaluation.
