System of automatic detection of relationships in society is being developed in e-government environment

A scientific seminar on "The conceptual model of the system of automatic detection of relations in the e-government environment" was held at the Institute of Information Technology of ANAS.

The employee of Department No.17, chief specialist Irada Alakbarova introduced the presentation. In a modern society where the e-government is formed, a great deal of personal information is collected in various infrastructures and in most cases, without structuring. While some of these personal data are used for different purposes, most of them are not used. There is a growing interest in private information about the private life of citizens in the Banks, insurance companies and recruitment committees and so on. Sectors, behavior in society and in virtual space.

"Individual data refers to any information that makes it possible to determine the person's identity directly or indirectly’’,- she noted. The chief specialist said that the collection, processing and transmission of personal data were carried out only in accordance with the Law of the Republic of Azerbaijan "On Personal Data".

The personal data is open or confidential, she noted. The reporter said that the source of personal data is related to inquiry systems, address booklets, open websites of organizations, and private sources of information - social media, digital footprint, health reports, and security systems.

She also informed about the categories of personal information systems. There are information systems for biometric, open, secret, special categories, financial character and other personal data processing. It is possible to detect, evaluate, and predict confidential information by processing open personal data over social media.

Digital footprint forms a database of users on a digital space. I. Alakbarova noted that it was used for monitoring, security, social and economic research. She added that in the analysis of digital traces, various analytical approaches such as machine learning, intelligent data analysis, "text mining" and speech processing are used.

Mrs.Alakbarova talked about the social credit system and individual information.  This system is of great importance for the identification of relationships between citizens and between citizens and the e-government. In the People's Republic of China, it is envisaged to create a new environment aimed at evaluating the behavior of citizens by analyzing personal data through the social credit system (Social Credit Score) to be put into operation in 2020.
