According to the World Federation of the Deaf, about 72 million people with hearing impairments live in the world. The number of these people in Azerbaijan is about 10,000.

These words were told by Kamala Gurbanova, employee of the Training-Innovation Center of the Institute of Information Technology of ANAS, during her speech at the seminar on “Transition of dactyl alphabet gestures into automatic text: static and dynamic gestures”.

“One of the most important methods of modern information technology is the creation of new computer systems for the teaching, learning and communication of people with hearing impairments,”said the reporter, stressing the importance of creating a system of automatic surdo translation systems equipped with human-machine interface for people with hearing impairments.

K.Gurbanova noted that the gesture speech is based on the gesture, which is the main semantic unit. Speaking about the gestures being dedicated to static and dynamic gestures, the rapporteur spoke about their recognition systems. According to her, the “Fingual” system that transfers gestures to the computer symbols is a computer with a special software and the information provided by the fixed magnetic controller on each end of the finger. “Kinect” technology, recognizing gestures, texting and live speech, supports gesture language for US, Chinese versions of hearing impaired people and translates words into gestures and gestures into words on the screen.

She also provided information on gesture recognition method by calculating statistical, metric methods, and key handling characteristics of gestures.

The speaker said that the typical alphabet was based on the similarity of the letters of the letter, and that Azerbaijan has 8 dynamic, 24 static and totally 32 gestures.

K.Gurbanova said the use of SignWriting signals for documenting the gesture language of the United States, where 261 configurations were registered, and 26 of them were used in Russian dactil alphabet.

Gesture language translation into automated translation is an important issue for people with disabilities, the reporter said, an automatic translation of the gesture language includes tracking the hand movement, the consistent recognition of the gestures and the description of the text.

According to her, the creation of these programs has significant social value and promotes adaptation of people with disabilities to society.

K.Gurbanova noted that in the modern era, gesture detection, tracking and hand analysis algorithms are improved as additional software, and studies are being expanded to increase productivity and speed. Systems with larger capabilities are used to determine the meaning of gesture movements and its emotional value.

Discussions were held around the report, questions were answered.
