Oktay Rashid oglu Alakbarov was born in 1988.

In 2010 he graduated from Baku State University (BSU).

In 2012, he got a master's degree in "Information Technology Management" at Qafqaz University (QU).

Since 2007 he has been working at the Institute of Information Technology of ANAS and is currently working as a sector chief.

Since 2016 he has been conducting researches on "Methods and Algorithms for Optimal Synthesis of Mobile Accounts" on the specialty 1203.01 "Computer Sciences".

He is a member of the Institute of Young Scholars and Professionals at the Institute since 2015.
