Etibar Yusif Valiyev was born in 1984.

In 2005, he graduated from the faculty of Development and Operation of Oil and Gas Fields, Azerbaijan International University.

In 2007, he worked as a programmer for the Institute of Information Technology.

Currently, he is head of sector on ICT services for the Central office of the Presidium of ANAS.
