Zulfiyya Rafael Hanifayeva was born in 1984.

  In 2006 she graduated from Baku State University.

 In 2005 she worked as a designer for the Institute of Information Technology.  She participates in the publishing and printing of books, educational materials  and teaching aids compiled by the institute. At the same time, she controls the  design and publishing of the journals of Institute of Information Technology and  the Problems of Information Society.

Currently, she is the head of the publishing house of the institute.
