In accordance with Resolution No. 320s of the Cabinet of Ministers of the Republic of Azerbaijan dated May 14, 2026, approving the “Admission plans for doctoral preparation of higher education institutions, scientific institutions, and organizations of the Republic of Azerbaijan for the year 2026,” the Institute of Information Technology of the Ministry of Science and Education of the Republic of Azerbaijan announces admission to doctoral studies under the PhD program.
The application period for doctoral studies under the PhD program is scheduled from May 19, 2026, to June 8, 2026. Individuals wishing to apply for doctoral studies must visit the portal of the Ministry of Science and Education of the Republic of Azerbaijan at portal.edu.az, select the service “Student Registration for Higher and Secondary Specialized Educational Institutions,” and complete the registration process in accordance with the instructions provided there.
After the documents are successfully uploaded to the system, applicants must pass an interview conducted by the admission committee established at the respective higher education institution, scientific institution, or organization to which they applied. The submission process cannot be completed without the supervisor’s approval.
The Admissions Committee evaluates the field compatibility of candidates applying for doctoral studies. The committee then decides whether to admit applicants to the entrance exams (foreign language, philosophy, and major subject) based on the proposed supervisor’s feedback and the submitted documentation.
Admission requirements:
Citizens of the Republic of Azerbaijan who have completed the master’s level of higher education (and defended their master’s thesis), are admitted to doctoral studies under the PhD program on the basis of examinations.
Applicants seeking admission to doctoral programs must take entrance examinations in a foreign language (excluding Russian; the choice is free or must align with the specialization), philosophy, and the major subject, covering the scope of the current curricula for the Master’s level of higher education. Those who do not participate in the foreign language examination are not admitted to the philosophy examination, and those who do not participate in the philosophy examination are not admitted to the examination in the major subject."

Please note that individuals possessing a valid international language certificate (IELTS, TOEFL, TestDaF, DELF, DALF, or STANAG) are exempt from the foreign language entrance examination upon submitting the relevant certificate to the State Examination Center. The State Examination Center determines the equivalency of international certificate results to the passing score in coordination with the Ministry of Science and Education of the Republic of Azerbaijan.
Applicants who successfully pass the foreign language examination for the PhD program will take the Philosophy examination on September 1–3, 2026, while the specialty examination is scheduled for September 8–10, 2026.
