The next scientific seminar was held at the Institute of Information Technology of ANAS Opening the event, Vice-President of ANAS, director of the institute, director of the department, academician Rasim Alguliyev said that the seminar was dedicated to the theme of "Electronic government building and Citizen Satisfaction". Then Aysan Farajova, the undergraduate of the Institute spoke on the topic.

A. Farajova highlighted various e-government approaches such as the United Nations, the Organization for Economic Cooperation and Development, and the World Bank. It also touched on transparency, citizen-centered services, reducing corruption, providing operational services, increasing incomes, and reducing costs.

She spoke about the United Nations Development Index (EGDI). The UN E-Gov Development Index includes a national website, e-gov policy, evaluation of e-gov strategies, online service provision, telecommunications links, human capital, and comparative analysis framework.
