According to the decree of President Ilham Aliyev dated February 2, 2018, Deputy Chairman of the Free Trade Union of ANAS, Chairman of the Trade Committee of the Institute of Information Technology of ANAS Sayyarar Abdullayev was awarded the "Tərəqqi" medal for his contribution to the development of the trade union movement in Azerbaijan.

Sayar Habib Abdullayev was born in July of 1947.

In 1974 he graduated from mechanical-mathematical faculty of Azerbaijan State University named after S.M.Kirov.

S. Abdullayev studied the scientific and theoretical bases of increasing efficiency in the application and development of ICT. He has worked out the rules for selecting the model to calculate the data, statistical and predictive characteristics. Investigated the effectiveness of improving the quality of the models for the study of various environmental processes and phenomena.

He is the author of 48 articles, 25 of which were published abroad. In 1982 he worked as the deputy chairman of trade union of the institute, and since 1989 till now he is the chairman of the trade union of the institute.

Since July 2014, he is the deputy chairman of the Independent Trade Union of ANAS.

In 2015, he was awarded with the Honorary Decree of the Department of Physics, Mathematics and Technical Sciences of ANAS for his long-term scientific and scientific-organizational activity. 

Currently he is holding the position of head of department at the Institute of Information Technology.
