A scientific seminar dedicated to evaluation problems of formation and development of information and knowledge economy at the Institute of Information Technology was held. Head of the department, PhD Alovsat Aliyev introduced a report. He informed about economic systems, their  characteristics and formation stages, as well as , essence  and  content of the information and the knowledge economy, the role of ICT in the formation and development of  information and knowledge economy.

Development of information sector, the spread of information and knowledge resources, formation of ICT, as well as, new knowledge areas and technologies and so on. paves the way for development of this sphere, reporter noted.

Alovsat Aliyev gave detailed information  about the structure of the international economy, growth factors, its globalization, the structure of the world market, as well as, sectorial and areal structure  of world economy.

Head of department introduced key indicators and indexes on for measuring the information knowledge and economy, noted integral indicator and indexes of  knowledge economy. knowledge index, knowledge economy index, ICT development index or the index of the information society, information inequality index, digital economy and society index, the Global Competitiveness index, technological readiness index and so on are  included to these indexes, he noticed.

Referring to the development of ICT in post oil Azerbaijan, A. Aliyev gave brief information about activity sectors of organizations conducting scientific –technical activities, their types, statistical reports, products and services .

Alovsat Aliyev touched upon scientific-methodological basis of development of composite indexes systems based on a comparative assessment of Information and knowledge economy. Composite indexes are useful tool for evaluation, analysis and comparison of development  of  society, economy.

In the end, there was an exchange of views on the subject, many questions were answered.
