A panel session on subject "Information war in modern conditions - from defense to attack: the conditions, political realities and new mechanisms of activity within the framework of the IV Congress of World Azerbaijanis was held on June 3.

To make a presentation, Academician-Secretary of ANAS, director of the Institute of Information Technology, Academician Rasim Alguliyev recalled that in 2016 celebrated the 25th anniversary of restoration of state independence of Azerbaijan. It was noted that during this period Azerbaijan's historical success has been achieved. Based on the most high-tech world, it has become a country with its own space satellite. But do not forget that in the world of information warfare conducted at the global level. It was noted that Azerbaijan is really on the level of government carried out important work in the field of information. It is necessary to protect the solidarity of world Azerbaijanis in the virtual space, and coordinate the activities of a single space. For example, one of the most developed in the world sites "Wikipedia" continues to increase its activity. Our great potential must be mobilized. Also, the problem of transliteration, that is, to eliminate the barrier between Arabic script and the Cyrillic alphabet should be solved. In other words, in today's information war is not enough resources only in Azerbaijan, the Azerbaijanis all over the world should contribute to this cause.

According to him, “National Security Concept of Azerbaijan  Republic", approved by the President Ilham Aliyev in 2007.  It is noted that, the country's national interests should be provided  not only in the real world, but also in the virtual world. In this respect, in  formation and expansion of virtual Azerbaijan participitation  of every Azerbaijani, especially, scientists, experts, representatives of the media is very important.

Azerbaijan – 2020: “vision to the future’’ in Development Concept provision of information security, prevention of global cyber attacks, security of  information processes, protection of information resources and systems of the authorities, raising the level of training and education in the field of cyber security, he said.

Social networks play an important role in the information war. Also, social networks are capable to create threats to any country's history, language and culture, academician noted.

Rasim Alguliyev highlighted the importance of solving transliteration problems in virtual space. Benefiting from existing  experience and  development of transliteration standards plays an important role in maintaining national identity, he noticed.
