UNESCO Expert Dr. Malcolm Perry visited the Institute of Information Technologies of ANAS Print

Meeting with the expert of UNESCO Dr. Malcolm Perry was held at the Institute of Information Technologies of ANAS. Head of external relations of ANAS, PhD in physic-mathematic sciences, Professor Adalat Hasanov, scientific secretary of the institute Madina Saidova, head of the curriculum department Rasmiyya Mahmudova, sector-manager of the department of the institute on post-graduates and candidates for a degree Farhad Yusifov participated at the meeting.

Director of the Institute, correspondent member of ANAS, doctor on technical sciences, Professor Rasim Alguliev informed the visitor about work on information society formation done at the institute. R. Alguliev noted that, techno parks play great role on formation of information society and on development of economy. He added that, significance of this sphere had already taken into account and necessity on development of techno parks was intended in State Program on “National Strategy on Science Development in the Republic of Azerbaijan in 2009-2015”: “Problem solution of legal, economical, tax, custom, protecting of intellectual property and others is necessary for activity of techno parks. Because, today demographic development existing in Azerbaijan, formation of liberal economy, open society, development of information technologies makes changes in thinking of people”.

Director informed that, works done on this sphere in our country had been connected with objective and subjective problems in compare with foremost countries of the world, main scientific potential of Azerbaijan consisting of 15-20 thousand people, formed under influence of totalitarian ideology during 70 years. Besides that, some work was carried out for development of young scientific potential in Azerbaijan. “Thus, according to order of the President of Azerbaijan Republic 5 thousand students sent to abroad for studying till 2015 are already brain-forced”, he said. Participation of representative staff from our county was intended, in connection of getting acquainted with Techno Park and techno polis to be organized in Finland and Germany this year.

Later R.Alguliev gave general information to visitor about institute and added that, existence of techno park elements at the institute, scientific researches in activity of the institute, training by means of Training Innovation Center, service by Internet network and computer system had been playing great role.

Let’s note that, institute hold wide scientific researches on development of information technologies, creation of information society. Training Innovation Center of the institute organizes its works in two directions: Training “Informatics” subject to post-graduates and dissertators, realization of orders offered by state bodies and different organizations.

Main purpose of computer courses organized in regions for informatics teachers by initiative and organization of Ministry of Communications and Information Technology is to form notion about role and significance of modern information technologies, to tan knowledge on ICT and acquaintance with development levels of computer technique and program guarantee. Theoretical and practical lessons are being held in these courses about Internet, electron mail, Microsoft Office and informed about various directions of ICT sphere.

Speaking about Internet service of the institute R.Alguliev mentioned that, establishment of the Internet in Azerbaijan had been related to this institute and first time the internet was run at IIT in 1991.

At the end director stated that, the scientific potential of the institute had an active role in realization of ICT projects, and in developing technoparks in the country, but the key aim had been to turn this scientific institution into strategic object of government level.

UNESCO representative Dr. Malcolm Perry emphasized that, the aim of their visit was to get acquainted with the local condition and realize technopark business led by him. Studying experience and structure of technoparks existing in a numbers of countries, the expert would add his recommendations for local technoparks establishment in UNESCO reports.
