On January 28, 2010 scientific seminar was held at the Institute of Information Technologies of ANAS.
First, pretending for Ph.D of engineering sciences,
Fargana Abdullayeva presented dissertation work on "Development of methods and algorithms for information security system of "Population and Migration". Noting the importance of addressing issues such as the formation of a segment of the national information space and migration, protection of personal data collected and circulating in the environment of e-state, maintaining their information security infrastructure, F. Abdullayeva told about the analysis of confidential information gathered in the information system "Population and Migration", the definition of the main threats and demands for the sanctity of personal data. She reported on the development of an architectural model of information security system, "Population and Migration" model of governance for access to information resources system using a network Petri, about an algorithm to create personal identification numbers, which make it possible to coordinate the personal data in distributed databases, the method of detecting the relationship between personal data on the basis of social networks.
Then the candidate for the degree of Doctor of Philosophy in Technical Sciences,
Vugar Musaev presented dissertation work on "Development of methods and algorithms for biometric identification system. Informing that the current rapid development of information technologies requires new approaches to ensure the security of each state, he has noted the importance of issues such as the precise definition of personality, creating a reliable and comprehensive identification system, the production and introduction of a new generation of passports. According to him, it was an analysis of the current status of biometric technologies had been developed, a method of identifying three-person method of assessing the quality of fingerprint images based on wavelet transform was determined, the authenticity of a fingerprint based on Radon transform and perform tasks such as the protection of biometric templates, analysis of current problems of creating a biometric identification system in our country had been developed.
Later at the seminar graduate of IIT
Rahila Hasanova gave a presentation on "Development of new science-metric methods and algorithms with the help of modern information technologies”. She informed about the history of the science-metrics, biblio-metrics, cyber-metrics and info-metrics, the law of growth of quantitative indicators of science (the laws of Lotka, Price, Bradford). She spoke about the adventures and disadvantages of the h-index, g-index, A-index, R-index, AR-index for systemic analysis of science-metric indicators of the quality of scientific activities, evaluation of scientists. R. Hasanova emphasized the ability to access these indicators with the help of databases used internationally, by not only the world's scientists, but also Azerbaijani and reported on the experience gained in this area in countries such as Turkey, Russia, Kazakhstan, Sweden, China and etc.
Afterwards, professor
Rasim Alguliev gave information on the ongoing work of relevant government agencies towards the implementation of tasks arising from the "State Program for the creation of a biometric identification system within 2007-2012" approved by the President of AR Ilham Aliyev. The scientist brought to the attention that for the tasks conducted at the institute - a series of research studies in the direction of the national biometric identification system, the safety assessment of biometric systems, upgrades of existing biometric technologies and the processing of new technologies. Noting the need for such issues as the production and introduction of biometric documents of the new generation, he said that for the creation and improvement of infrastructure should be treated seriously enough. In addition, R. Alguliev told to hold between the IIT and the State University San Jose, U.S. collaboration on a research project. He also reported on the preparation and publication of the Institute of the book "Biometrics".

Makrufa Hajirahimova spoke about the importance of creating a biometric system identification, production and use of instruments of new generation information security information system "Population and Migration", including the definition of relevance and evaluation of scientific articles, the use of referential indices in the various fields of science. They reported that in the two dissertation studies the tasks to achieve the objectives were successfully fulfilled, the necessary results achieved.
As a result of discussions, both of the thesis was approved completed and the relevant requirements of by the Supreme Attestation Commission. It was decided to admit them to the next phase for the degree of Doctor of Philosophy in Technical Sciences on specialty 05.13.01 - "System analysis, management and development of information".
